La prostitution des mineures, telle qu’elle est observée en ce début de XXIe siècle en France provoque une importante émotion et une mobilisation des pouvoirs publics. Les professionnels confrontés à ces pratiques font état d’importantes difficultés dans l’accompagnement des mineures impliquées. Elles leur renvoient leur incapacité à comprendre ce qu’elles vivent, l’existence d’un fossé générationnel ou encore leur dramatisation d’une activité qu’elles considèrent comme anodine. De leur côté, les professionnels disent la difficulté qui est la leur à prendre de la distance avec des pratiques qui peuvent être très violentes, mais également avec la réaction de rejet que peut susciter le discours souvent très cru des mineures, voire leurs multiples provocations et la mise en échec de toute proposition d’accompagnement. L’expression « Trouver la juste distance » entend faire état de la difficulté de se situer entre différents écueils. Le premier est celui d’une trop grande proximité avec les jeunes concernées, proximité qui peut conduire à un phénomène d’identification, de grande empathie. À l’inverse, cette même proximité peut générer une réaction de rejet face à celle qui revendique parfois de s’épanouir dans la vente de ses charmes et gagner dix fois plus d’argent que le professionnel qui tente laborieusement de créer avec elle une relation de confiance pour l’aider à faire un bout du chemin qui la conduira vers l’âge adulte. L’agressivité lorsqu’elle se retourne vers celui qui propose son aide peut se traduire en violences, insultes et mise en échec des propositions éducatives. De son côté, l’intellectuel peut s’abriter derrière les concepts pour mettre à distance toute la violence renvoyée par de telles situations, au risque d’en mésestimer la gravité. L’ambition de cet ouvrage sera donc de « Trouver la juste distance ». Cette quête se fera par la mise en œuvre d’une approche pluridisciplinaire, qui tentera de rester toujours vigilante à l’impératif de maintenir ouvert le dialogue entre les approches et les disciplines afin de susciter le passage vers l’interdisciplinarité.

For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.
