L’édition 2022 de La Situation mondiale des pêches et de l’aquaculture coïncide avec le lancement de la Décennie d’action des Nations Unies pour la réalisation des objectifs de développement durable, la Décennie des Nations Unies pour les sciences océaniques au service du développement durable et la Décennie des Nations Unies pour la restauration des écosystèmes. Elle montre comment ces décennies et d’autres initiatives tout aussi importantes des Nations Unies, comme l’Année internationale de la pêche et de l’aquaculture artisanales (AIPAA 2022), sont intégrées et appuyées par l’intermédiaire de la transformation bleue – l’un des domaines prioritaires du nouveau Cadre stratégique 2022-2031 de la FAO, destiné à accélérer la concrétisation du Programme de développement durable à l’horizon 2030 dans l’alimentation et l’agriculture. Le concept de transformation bleue a été élaboré par le Comité des pêches de la FAO, à sa trente-quatrième session en février 2021, dans le cadre notamment des négociations relatives à la Déclaration sur la durabilité de la pêche et de l’aquaculture, qui a été approuvée par tous les Membres de l’Organisation. La Déclaration appelle à soutenir «une vision positive et évolutive de la pêche et de l’aquaculture au XXIe siècle, celle d’un secteur dont la contribution à la lutte contre la pauvreté, la faim et la malnutrition est appréciée à sa juste valeur». Dans ce contexte, la première partie de la présente édition de La Situation mondiale des pêches et de l’aquaculture fait le bilan de la situation des pêches et de l’aquaculture dans le monde, et les deuxième et troisième parties sont consacrées à la transformation bleue et à ses piliers en faveur de l’expansion de l’aquaculture, de l’amélioration de la gestion des pêches et de l’innovation dans les chaînes de valeur de la pêche et de l’aquaculture. La transformation bleue met en avant la nécessité, dans les années à venir, de lancer ou d’accélérer les mesures audacieuses, tournées vers l’avenir, qui permettront d’atteindre les objectifs de la Déclaration et d’appuyer le Programme 2030. La quatrième partie est consacrée aux nouveaux enjeux à fort impact de notre époque – covid-19, changement climatique et égalité des genres – qui appellent un examen approfondi des mesures porteuses de transformation et des activités de préparation nécessaires pour assurer la durabilité, l’efficience et l’équité des pêches et de l’aquaculture, et se conclut par un aperçu des tendances futures qui se profilent à partir des projections.

The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. The Commission agreed on its programme of work and adopted its autonomous budget for the year 2006. The GFCM elected its new Bureau

The Voluntary Guidelines for Sustainable Soil Management (VGSSM) embody a framework for worldwide application addressing sustainable management of soils (SSM) in all type of land use systems. They promote the effective and viable maintenance and enhancement of the ecosystem services that soils provide such as food, feed, fiber production, climate regulation, nutrient cycling, carbon sequestration, and the regulation of water quality and quantity. Their overarching goals are to achieve food security for all, improve nutrition and support the progressive realization of a judicious management of non-renewable natural resource in the context of sustainable development. They represent a key output for the Global Soil Partnership that demonstrate once again to be an effective global policy forum where global soil issues are discussed and addressed by multiple stakeholders. The Guidelines serve as both a complementary tool fostering the implementation of the revised World Soil Charter and as a reference for a wide range of committed stakeholders, such as government officials, policy makers, farmers, pastoralists, forest and land managers, extension specialists and agricultural advisors, development partners, civil society, private sector and, academia, etc. The VGSSM’s added value is in its principal aim: setting out established scientific principles and internationally acknowledged recommended management practices for the responsible governance of soils. By setting out these technical and policy recommendations, they provide guidance to all stakeholders on how sustainable soil management can be achieved.
