The International Commission on the Holocaust in Romania was established in October 2003 on the initiative of Ion Iliescu, the President of Romania; this final report was presented to him in November 2004. The aim of the Commission was to research the facts and determine the truth about the Holocaust in Romania during World War II. The report examines various aspects of the state-organized participation of Romania in the mass murder of Jews in Romania and in Romanian-controlled territories, as well as in northern Transylvania where the genocide was perpetrated by the Nazis and their Hungarian allies. Inter alia, it discusses antisemitism and the evolution of Romanian anti-Jewish policies from the late 1930s to 1944, the impact of the Soviet annexation of Bessarabia and Northern Bukovina on antisemitism in Romania, anti-Jewish incidents in 1940 and the pogroms in Bucharest and Iaşi, mass murders of Jews in the recaptured provinces and deportation to Transnistria in 1941, mass murder of Jews in Odessa and in Transnistrian camps, the "Romanianization" of the economy and the expropriation of Romanian Jews, the reaction of the Jewish community in Romania to anti-Jewish policies, and the personal responsibility of Ion Antonescu for the genocide. Relates, also, to war crimes trials held in Romania, and to the trivialization of the Holocaust and its "selective" and outright denial in postwar Romania.

To confront the twenty-first century challenges to our economy and national security, our education system must be strengthened to increase the foreign language skills and cultural awareness of our students. America's continued global leadership will depend on our students' abilities to interact with the world community both inside and outside our borders. This report warns that the U.S. will become less competitive in the global economy because of declining quality foreign language education at the college and high school level. Additionally, the American public's deficiency in foreign languages and cultures is hampering efforts to counter terrorist threats. To have a citizenry that is knowledgeable of world regions, global issues, and foreign cultures, as well as conversant in other languages, we will need to strengthen the curriculum of the K-12 education system as well as that of our colleges, universities, and professional schools. Although there is much that can be done by states, governors, business leaders, and others, leadership by the Federal government will be crucial in jump-starting this effort. This report recommends (1) teaching international content across the curriculum and at all levels of learning to expand American students' knowledge of other countries and cultures; (2) expanding the training pipeline at every level of education to address the paucity of Americans fluent in foreign languages, especially critical, less-commonly taught languages, such as Arabic, Chinese, Hindi, Japanese, Korean, Persian/Farsi, Russian, and Turkish; and (3) national leaders--political leaders as well as the business and philanthropic communities and the media--should educate the public about the importance of improving education in languages other than English and in international studies. Appended are: (1) A Timeline of Important Developments in International Studies and Foreign Language Education; and (2) Major Federal Legislation Pertaining to International Studies and Foreign Language Education. "Liberalism" is widely used to describe a variety of social and political ideas, but has been an especially difficult concept for historians and political scientists to define. Burckhardt, Mill, and Tocqueville define one type of liberal thought. They share an aristocratic liberalism marked by distaste for the masses and the middle class, opposition to the commercial spirit, fear and contempt of mediocrity, and suspicion of the centralized state. Their fears are combined with an elevated ideal of human personality, an ideal which affirms modernity. All see their ideals threatened in the immediate future, and all hope to save European civilization from barbarism and militarism through some form of education, although all grow more pessimistic towards the end of their lives. Aristocratic Liberalism ignores the national boundaries that so often confine the history of political thought, and uses the perspective thus gained to establish a pan-European type of political thought. Going beyond Burckhardt, Mill, and Tocqueville, Aristocratic Liberalism argues for new ways of looking at nineteenth-century liberalism. It corrects many prevalent misconceptions about liberalism, and suggests new paths for arriving at a better understanding of the leading form of nineteenth-century political thought. The new Afterword by the author presents a novel description of liberal political language as the "discourse of capacity," and suggests that this kind of language is the common denominator of all forms of European liberalism in the nineteenth century. Aristocratic Liberalism will be valuable to students of history, political science, sociology, and political philosophy.
