Excerpt from Race and Population Problems This book, which is designed as a general introduction to population problems, is an outgrowth of the author's fifteen years of study of racial problems and his seven years' experi ence in teaching courses in population in universities. In it he has endeavored to combine the old type of textbook with the more recent type of a book of readings, and has striven to refrain from injecting his own conclusions. Such a method as here employed acquaints the student with the viewpoints, many of which conflict, entertained by numerous scholars, without subjecting him to any single view held by an indi vidual author. While it is impossible as well as highly im practicable to include all that has been written on the topics selected, the author has attempted, in the some 650 quotations and citations used, to present the major as well as some of the minor contributions to the field of population. The his torical point of View, from which the text is written, enables the student to grasp something of the complexity in the devel opment of population problems. Excerpt from The Problem of Population The purpose of this book is to consider the problem of population from the point of view of its influence on the well-being of mankind. It is I a problem from which man cannot escape. It affects the health and happiness of individual families; it affects the prosperity and social progress of nations; it affects the peace of the whole world. If births succeed one another too rapidly, the health of the mother suffers, the children cannot be sufficiently well cared for, and the father's income will not suffice for the proper upbringing of all. Every gardener knows that if seeds are sown too thickly, the resulting plants will be poor in quality. So with the production of human beings, unless successive births are adequately spaced, and the total number in each family restricted to the available means of maintenance, there will necessarily be a low standard of health and happiness, both for parents and for offspring. Nor can these consequences be for long evaded by substituting the benevolence of the State for the responsibility of the parent. The more lavish the State may be in providing schemes of infant welfare and child maintenance, the more rapidly will the number of State dependents grow, while the number of self-supporting and revenue-producing citizens will relatively decline.
