Many Canadian children from minority status groups experience long-term academic complexities, influencing their sense of school belonging and engagement. Research demonstrates children with intersecting differences of race, ethnicity, language, and disability, and those in their middle years (10–13 years old), undergo heightened academic challenges. Yet, what are children with disabilities’ personal schooling experiences, and how may these insights support inclusive learning, teaching, and sense of belonging? Within Toronto, one of the most diverse Canadian cities, this book explores the stories and experiences of six middle years children with intersecting differences of race, ethnicity, language, and disabilities (particularly autism). Through narrative and critical discourse analysis research methods the children’s views were accessed via a mosaic multi-method data collection approach, including their own photography, drawings, journal writings, imaginative story games, and interview texts. The children’s narratives illustrate their understandings of differences, learning, and inclusion. This book presents innovative insights highlighting the voices of children with disabilities as they navigate through complex issues of diversity and share how these impact their understandings and experiences of school inclusion and exclusion. The author advocates inviting the voices of children with intersecting differences into educational conversations and research processes, as they may adeptly advance areas of inclusion and diversity.

In this dissertation, I explore the relations between student race/ethnicity, nativity, gender, and exceptionality, and I examine how school context shapes those relations. I argue that exceptionalities are socially constructed, and that different categories of exceptionality have different meanings and statuses. In the first empirical chapter, I use a factorial vignette survey to test for race/ethnicity, nativity, and gender effects in how teachers respond to children indicating academic and behavioral differences in the classroom. I found that boys of color were more likely to be suspected of exceptionality when they exhibit behavioral challenges. I argue that the category of emotional disorder, in particular, may maintain or exacerbate racial/ethnic inequalities in education. In the second empirical chapter, I use a dataset of Wisconsin public school students to test whether and how school racial/ethnic composition moderates the relationship between individual-race/ethnicity and placement in special education across the more subjective categories of disability. I find that white students who attend schools with more peers of color have increased risk of identification with more-advantaged disabilities, while students of color that attend schools with more same-race peers have decreased risk of placement in special education. These findings support explanations of frog-pond effects driven by racial/ethnic bias and also the mechanism of racial/ethnic competition. In the final empirical chapter, I use school-level racial composition data and an experimental survey design to examine whether a student's race/ethnicity, nativity, and gender affect teacher decisions to refer for exceptionality testing differently in schools with different racial/ethnic compositions. I find that in schools with more white students, teachers are less likely to perceive academic challenges as disability when evaluating a boy of color. While white boys experience decreased likelihood of referral for behavior problems in schools with more white students, boys of color experience no such decrease. Conversely, when they work in schools with more white students, teachers are more likely to refer girls of color when they have academic challenges, and less likely to refer when they have behavioral challenges. I argue that these findings suggest some support for contextual effects explained by racial-bias-driven frog- pond effects.

Patient centered care is an important aspect of quality health care and is supported by good provider-patient communication. The providerpatient communication measures used in this report are part of the health care quality measures taken from the health plan version of Consumer Assessment of Healthcare Providers and Systems (CAHPS®), an AHRQ sponsored family of survey instruments designed to measure quality of care from the consumer's perspective. This Statistical Brief augments the analyses in the 2010 National Healthcare Quality and Disparities Reports (NHQR/DR) by analyzing provider-patient communication by race/ethnicity stratified by disability status for the following four measures--health providers who sometimes or never: listen carefully to you; explain things in a way you could understand; show respect for what you had to say; and, spend enough time with you. The Patient Centeredness chapters of the 2010 NHQR/DR contain analysis for the composite measure that combines these four measures of provider-patient communication into a single core measure. Estimates in this report are presented by race/ethnicity and disability status as measured by activity limitations. The disability measures used in this report have been used in the NHQR/DR since 2007. Adults with disabilities are defined to be those with a physical, sensory, and/or mental health condition that can be associated with a decrease in functioning in such day-to-day activities as bathing, walking, doing everyday chores, and/or engaging in work or social activities. In displaying the data on disability, paired measures are used to preserve the qualitative aspects of the data. The first measure, limitations in basic activities, represents problems with mobility and other basic functioning at the person level. The second measure, limitations in complex activities, represents limitations encountered when the person, in interaction with his or her environment, attempts to participate in community life. These two measures are not mutually exclusive since persons may have limitations both in basic activities and in complex activities. The residual category neither includes adults with neither basic nor complex activity limitations. The estimates are derived from the Household Component of the Medical Expenditure Panel Survey (MEPS-HC). Unless otherwise indicated, all differences discussed in the text are statistically significant at the .05 level or better.
