The Home Owners' Loan Corporation (HOLC) was the first national program tasked with standardizing home lending practices across the U.S. after the economic collapse of the Great Depression. Scholars have since named HOLC one of the most influential institutional interventions in U.S. history as they institutionalized the practice of redlining which caused disinvestment in Black communities and increased racial residential segregation throughout the 20th century. While a growing body of scholarship continues to demonstrate the lasting legacy of HOLC's residential security maps in perpetuating racial and residential inequalities, less is known on how HOLC appraisers made their decisions on which neighborhoods to redline. Though racial bias is often assumed to exist in the maps, there has been surprisingly little empirical investigation into the role of race in decisions on redlining. By combining insights from critical race theory and racial capitalism with the political economy and urban culturalist approaches to urban spaces, the aim of this dissertation is to investigate how racial bias influenced the creation of the HOLC residential security maps. This dissertation is a mixed method, historic case study of Chicago which combines data from the Home Owners Loan Corporation's residential security maps and corresponding area descriptions with the 1940 Decennial Census and maps of criminal activity created by Frederic Thrasher and Clifford Shaw. Using content analysis, text and sentiment analysis, and regular regression methods, this dissertation identifies multiple sources of evidence as to the existence of racial bias in the creation of the HOLC residential security maps. Findings indicate that HOLC appraisers held racist biases towards place and that these biases informed their decisions on lending risk independent of the observed racial and socioeconomic neighborhood conditions. The results have important implications for advancing scholarly and public debates on the sources of structural racism through a historical lens of place-making and redlining.

This is the first academic monograph to focus exclusively on issues of race, ethnicity, whiteness and multiculture at the English seaside. The book calls for acknowledgement of the racialised nature of this environment, and proposes that its distinctive spaces, places, traditions and narratives should be included within broader analyses of race in contemporary Britain. Introducing the concept of ‘coastal liquidity’ to explain shifting ethno-racial demographics, migratory politics and spatial dynamics at the edge of the sea, along with the relative im/mobilities of the minority ethnic communities who move and reside there, the author provides a relational exploration of seaside experiences: both as a locus of racialised categorisation, exclusion and subjugation, and one of resistance, conviviality and intercultural exchange. Combining theoretical insight and empirical fieldwork, the book disrupts dominant thinking that fixes ontologically minority ethnic bodies to urban spaces, and overcomes their erasure and silencing from the seaside landscapes of the popular imagination.

On August 29, 2005, Hurricane Katrina made landfall near New Orleans leaving death and destruction across the Louisiana, Mississippi, and Alabama Gulf Coast counties. The lethargic and inept emergency response that followed exposed institutional flaws, poor planning, and false assumptions that are built into the emergency response and homeland security plans and programs. Questions linger: What went wrong? Can it happen again? Is our government equipped to plan for, mitigate, respond to, and recover from natural and manmade disasters? Can the public trust government response to be fair? Does race matter? Racial disparities exist in disaster response, cleanup, rebuilding, reconstruction, and recovery. Race plays out in natural disaster survivors' ability to rebuild, replace infrastructure, obtain loans, and locate temporary and permanent housing. Generally, low-income and people of color disaster victims spend more time in temporary housing, shelters, trailers, mobile homes, and hotels - and are more vulnerable to permanent displacement. Some 'temporary' homes have not proved to be that temporary. In exploring the geography of vulnerability, this book asks why some communities get left behind economically, spatially, and physically before and after disasters strike.

Abstract: Rural village communities in England are commonly portrayed as being neighbourly and close-knit, with villagers perceived as having a deep-seated sense of local identity complemented by strong feelings of belonging. This narrow view obscures, and marginalizes, the experiences of minority ethnic residents who can often feel excluded from village life. This article assesses whether the process of 'othering' that works to ostracize minority ethnic households is similar to that experienced by all 'outsiders' who are newcomers to rural living. It is argued that the conflation of rurality with notions of Englishness and 'whiteness' serves to reinforce this marginalization. Indeed, the scattered distribution of minority ethnic populations in the rural means that any understanding of these 'communities' needs to recognize that they are not 'communities of place' but instead are 'communities of shared risk', as it is the risk of racist harassment that provides commonality, kinship and share

How do race and nature work as terrains of power? From eighteenth-century claims that climate determined character to twentieth-century medical debates about the racial dimensions of genetic disease, concepts of race and nature are integrally connected, woven into notions of body, landscape, and nation. Yet rarely are these complex entanglements explored in relation to the contemporary cultural politics of difference. This volume takes up that challenge. Distinguished contributors chart the traffic between race and nature across sites including rainforests, colonies, and courtrooms. Synthesizing a number of fields—anthropology, cultural studies, and critical race, feminist, and postcolonial theory—this collection analyzes diverse historical, cultural, and spatial locations. Contributors draw on thinkers such as Fanon, Foucault, and Gramsci to investigate themes ranging from exclusionary notions of whiteness and wilderness in North America to linguistic purity in Germany.
