Over the past few decades, Austin, Texas, has made a concerted effort to develop into a “technopolis,” becoming home to companies such as Dell and numerous start-ups in the 1990s. It has been a model for other cities across the nation that wish to become high-tech centers while still retaining the livability to attract residents. Nevertheless, this expansion and boom left poorer residents behind, many of them African American or Latino, despite local and federal efforts to increase lower-income and minority access to technology. This book was born of a ten-year longitudinal study of the digital divide in Austin—a study that gradually evolved into a broader inquiry into Austin’s history as a segregated city, its turn toward becoming a technopolis, what the city and various groups did to address the digital divide, and how the most disadvantaged groups and individuals were affected by those programs. The editors examine the impact of national and statewide digital inclusion programs created in the 1990s, as well as what happened when those programs were gradually cut back by conservative administrations after 2000. They also examine how the city of Austin persisted in its own efforts for digital inclusion by working with its public libraries and a number of local nonprofits, and the positive impact those programs had.

Bringing together an interdisciplinary team of scholars, this book illustrates how and why cities are comprised by a mosaic of vulnerable human and ecological communities. Case studies ranging across various international settings reveal how 'urban vulnerabilities' is an effective metaphor and analytic lens for advancing political ecological theories on the relationships between cities, nature and development. Contributions expand upon conceptions of vulnerability as a static condition and instead present vulnerability as a phenomenon that is produced through complex and contentious planning histories, and which may, in turn, be politicized, exploited and-in some instances-contested. Expanding upon snapshot vulnerability assessments, this volume articulates vulnerability as a process that is marked by the accumulation of risk over time and the transference of risk across space and populations. Moving beyond notions of vulnerability as a singular, case studies demonstrate that social and ecological vulnerabilities are deeply integrated and, as such, are irreducible to one or the other. This volume also highlights how the production of vulnerabilities is frequently achieved through integrated and mutually reinforcing economic development and environmentally driven agendas. State capital and home of the University of Texas, Austin is the one city that belongs to all Texans. This finely written book, illustrated with historic photographs, tells the story of Austin's transformation from an "Indian haunted" frontier village into a residential mecca and high-tech hot spot. Called by Sam Houston at its founding the "most unfortunate site upon earth for the seat of government," the infant community struggled for three decades against political enemies and competing towns before winning recognition as the permanent capital. The founding of the University of Texas turned the seat of politics into the seat of education, but Austin's nineteenth-century dreams of becoming a river port and a factory town came to naught. A slave city in a slave state, Austin cast its lot with the Confederacy. Retaining a frontier flavor into the 1890s, post-Civil War Austin became the headquarters of the Texas gambling fraternity and a magnet for cowmen seeking "booze and women of the night." Turning the nineteenth-century frontier town into an appealing twentieth-century residential community taxed the energies of civic leaders for several decades. Virtually parkless and with no paved streets in 1900, Austin by the 1940s boasted tree-lined boulevards, a cornucopia of parks and pools, and a leisurely lifestyle. But for African American residents these were years of oppressive segregation. Mexicans encountered similar treatment as Austin became a tri-ethnic community during the 1920s and 1930s. Segregation gradually gave way in a divisive but nonviolent struggle. While adjusting to this, Austin experienced eye-popping expansion. Fearful that Austin would become "another Houston," residents sought to preserve the lifestyle that had made the capital city such an attractive place to live.

This study examined ethnic community perceptions of the Austin Independent School District (AISD). It investigated citizens' assessments of the quality of public education, ethnic tensions in the schools, and the equality of resource distribution among the schools. It also examined variations in perceptions of the AISD by ethnic group. Data collection involved surveys and community interviews with white, Hispanic American, African American, Asian American, and other community members. Results indicated that public opinion about the AISD was mixed. One significant negative perception, which had greater consensus than any other topic explored, was that minority schools did not receive equal resources or treatment. Most citizens rated educational quality as poor or fair. Respondents with children attending AISD schools rated the quality of education higher than did people who did not have children in AISD schools. Children from lower socioeconomic status and minority group families were more likely to attend schools in AISD than children from higher socioeconomic status and white families. There was widespread perception that racial tensions existed among various ethnic groups in Austin schools. African Americans were the most alienated from AISD and the most critical of educational quality and distribution of resources. An appendix lists policy research project interviewees. (SM)
