Esta publicação se ocupa do instituto da filiação previdenciária (e sua condição de cobertura protetiva) diante de um mundo do trabalho marcado pela informalidade e eivado pelas tendências de precarização geral e precarização posicional. A precarização geral se expressa na intensificação da informalidade e do desemprego; no processo de informalização da formalidade; e na decomposição da proteção social, ou seja, na perda da capacidade protetiva da formalidade, com a manutenção plena da sua dimensão fiscal/contributiva. Por outro lado, fruto do processo de clivagem racial, a precarização posicional se manifesta como o processo de alocação preferencial de corpos negros nas piores posições na estrutura do mundo do trabalho, em decorrência de privilégios monopolizados pela branquitude (não derivados diretamente do fluxo competitivo). Definidos os conceitos referentes à capacidade operacional da filiação previdenciária, em cotejo com as tendências vulnerabilizantes supracitadas, indicou-se a existência de uma condição de filiação "efetiva", "intermitente" e "espoliativa"; todas relacionadas à gradação de cobertura promovida pelo regime geral de previdência social, a partir das posições laborais ocupadas e do signo da clivagem racial. Em especial, merece atenção a condição espoliativa de filiação, pois está em sintonia com os mecanismos de clivagem racial, transmutando a política de proteção previdenciária em uma das vertentes do processo de genocídio da comunidade negra.

Close to three hundred stores and supermarkets were looted during week-long food riots in Argentina in December 2001. Thirty-four people were reported dead and hundreds were injured.
