Excerpt from Radiation Experiments Conducted by the University of Cincinnati Medical School With Department of Defense Funding: Hearing Before the Subcommittee on Administrative Law and Governmental Relations of the Committee on the Judiciary, House of Representatives, One Hundred Third Congress, Second Session I am informed that I said 1960 through 1991 while referring to those experiments. As everyone knows, it was 1960 through 1971. I would like, before concluding my statement, to say a very pro found thank you to Judge Webber for the use of his courtroom. I would also like to give thanks to Betsy Brockmeyer for all of her logistical development in making this possible. This book describes in fascinating detail the variety of experiments sponsored by the U.S. government in which human subjects were exposed to radiation, often without their knowledge or consent. Based on a review of hundreds of thousands of heretofore unavailable or classified documents, this Report tells a gripping story of the intricate relationship between science and the state.Under the thick veil of government secrecy, researchers conducted experiments that ranged from the mundane to such egregious violations as administering radioactive tracers to mentally retarded teenagers, injecting plutonium into hospital patients, and intentionally releasing radiation into the environment. This volume concludes with a discussion of the Committee's key findings and guidelines for changes in institutional review boards, ethics rules and policies, and balancing national security interests with individual rights. Ethicists, public health professionals and those interested in the history of medicine and Cold War history will be intrigued by the findings of this landmark report.

Cancer Radiation Therapy And The Market written by Barbara Bridgman Perkins and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-08-16 with History categories.

Appraising cancer as a major medical market in the 2010s, Wall Street investors placed their bets on single-technology treatment facilities costing $100-$300 million each. Critics inside medicine called the widely-publicized proton-center boom "crazy medicine and unsustainable public policy." There was no valid evidence, they claimed, that proton beams were more effective than less costly alternatives. But developers expected insurance to cover their centers’ staggeringly high costs and debts. Was speculation like this new to health care? Cancer, Radiation Therapy, and the Market shows how the radiation therapy specialty in the United States (later called radiation oncology) coevolved with its device industry throughout the twentieth-century. Academic engineers and physicians acquired financing to develop increasingly powerful radiation devices, initiated companies to manufacture the devices competitively, and designed hospital and freestanding procedure units to utilize them. In the process, they incorporated market strategies into medical organization and practice. Although palliative benefits and striking tumor reductions fueled hopes of curing cancer, scientific research all too often found serious patient harm and disappointing beneficial impact on cancer survival. This thoroughly documented and provocative inquiry concludes that public health policy needs to re-evaluate market-driven high-tech medicine and build evidence-based health care systems.

Since 1945, the United States has manufactured and deployed more than 70,000 nuclear weapons to deter and if necessary fight a nuclear war. Some observers believe the absence of a third world war confirms that these weapons were a prudent and cost-effective response to the uncertainty and fear surrounding the Soviet Union's military and political ambitions during the cold war. As early as 1950, nuclear weapons were considered relatively inexpensive— providing "a bigger bang for a buck"—and were thoroughly integrated into U.S. forces on that basis. Yet this assumption was never validated. Indeed, for more than fifty years scant attention has been paid to the enormous costs of this effort—more than $5 trillion thus far—and its short and long-term consequences for the nation. Based on four years of extensive research, Atomic Audit is the first book to document the comprehensive costs of U.S. nuclear weapons, assembling for the first time anywhere the actual and estimated expenditures for the program since its creation in 1940. The authors provide a unique perspective on U.S. nuclear policy and nuclear weapons, tracking their development from the Manhattan Project of World War II to the present day and assessing each aspect of the program, including research, development, testing, and production; deployment; command, control, communications, and intelligence; and defensive measures. They also examine the costs of dismantling nuclear weapons, the management and disposal of large quantities of toxic and radioactive wastes left over from their production, compensation for persons harmed by nuclear weapons activities, nuclear secrecy, and the economic implications of nuclear deterrence. Utilizing archival and newly declassified government documents and data, this richly documented book demonstrates how a variety of factors—the open-ended nature of nuclear deterrence, faulty assumptions about the cost-effectiveness of nuclear weapons, regular misrepresentati
