Il volume Ragazzi difficili rappresenta un classico nell’ambito della letteratura pedagogica, un testo che racchiude in sé sia elementi afferenti alla pedagogia generale e sociale, ma anche a quella speciale, nato dall’esperienza dello stesso autore come direttore, negli anni ’60, dell’istituto minorile “Beccaria” di Milano. In particolare, Bertolini opera una classificazione tra diverse tipologie di soggetti devianti: ragazzi difficili, ossia quegli individui che hanno «difficoltà a diventare soggetti»; ragazzi a rischio che vivono in situazioni dove manca l’ordine materiale (povertà, disagio abitativo, insicurezza economica, contesto sociale degradato) e l’ordine relazionale (storie familiari e situazioni particolari, come forme di rifiuto, abbandono); ragazzi disadattati, soggetti incapaci di adattarsi all’ambiente e alla società, i quali hanno reagito mettendo in atto comportamenti sbagliati, come fughe da casa, abbandono scolastico, piccoli furti; ragazzi delinquenti, cioè i minori che hanno infranto le regole del codice penale, i quali possono incorrere in forme di “devianza secondaria”.
