Une part significative du programme d’investissements d’avenir créés par les lois du 9 mars 2010 de finances rectificatives pour 2010 (PIA 1) et du 29 décembre 2014 de finances pour 2014 (PIA 2) est constituée de financements qui visent à atteindre les objectifs de développement des énergies renouvelables, d’économies d’énergie ou de recyclage définis par les lois du 12 juillet 2010 portant engagement national pour l’environnement et du 17 août 2015 relative à la transition énergétique pour la croissance verte. LA MEC a ainsi établi que les montants des dotations du PIA fixés par le Parlement pour la transition écologique représentent 16,7 % des crédits du PIA 1 (5,85 milliards d’euros), 17,25 % du PIA 2 (2,07 milliards d’euros) et 16,85 % de l’ensemble du PIA (7,92 milliards d’euros). Le PIA peut ainsi cofinancer des actions de valorisation de la recherche pilotées par l’ANR, des appels à projets de l’ADEME pour cofinancer les investissements des entreprises démontrant la viabilité industrielle des innovations de la transition écologique, des actions de Bpifrance d’appui aux éco-industries, des investissements en matière d’urbanisme durable et enfin la rénovation thermique de logements privés. Toutefois, depuis 2010, des redéploiements de crédits décidés par le Premier ministre ont diminué de 18,2 % les dotations issues du PIA 1 et de 11,5 % celles du PIA 2. La part de la transition écologique dans l’ensemble du PIA a été réduite de près de 3 points et ramenée à 13,9 %. 1,6 milliards d’euros ont été redéployés : 228 millions ont servi à augmenter le l’aide à la rénovation thermique mais 1,37 milliards d’euros ont été transférés vers des domaines sans lien avec la transition écologique. Les diminutions les plus fortes touchent l’ADEME et le programme Ville de demain. La MEC observe par ailleurs que les financements du PIA pourraient être mieux articulés aux crédits budgétaires et invite à mieux tenir compte des financements européens. Elle s’intéresse également à la conduite des actions du PIA par les différents opérateurs, qui apparaît satisfaisante. Elle recommande des mesures permettant par exemple d’améliorer le suivi des effets du PIA sur la transition énergétique. En conclusion, la MEC estime que l’orientation stratégique des PIA 1 et 2 en faveur de la transition écologique doit être maintenue par le PIA 3. Elle relève que la simple compensation des redéploiements de crédits subis à ce jour représente 1,3 milliard d’euros. Des apports supplémentaires peuvent être envisagés dans de nombreux domaines : rénovation thermique du bâti ; financement, en fonds propres, des premières exploitations commerciales d’innovations structurantes ; croissance des PME innovantes des éco-industries ; déploiement des infrastructures liées aux nouvelles sources d’énergie ; consolidation des instituts pour la transition énergétique ; nouveaux investissements dans le domaine urbain avec des objectifs de succès à l’international et une mise en cohérence avec la décentralisation d’une part plus importante du PIA 3. Une articulation avec le fonds de financement de la transition énergétique est nécessaire dans tous les cas.
