La commission des affaires européennes s'est penché sur le bilan d’Erasmus sous l’angle de sa démocratisation. Au-delà en effet de l’éloquence des chiffres qui témoignent de sa montée en puissance, il convient d’établir les critères qualitatifs de ce succès. Si le dispositif Erasmus est conforme aux valeurs républicaines de mérite et d’excellence, il reste à conforter en termes démocratiques d’accessibilité et d’ouverture à des publics plus diversifiés culturellement, plus éloignés de l’idée de mobilité. La rapporteure Sandrine Doucet entend rappeler les trois enseignements tirés de toutes les auditions auxquelles elle a procédé : l’effort de démocratisation doit encore être accru tant en quantité qu’en qualité, de telle sorte que l’accès au dispositif Erasmus soit possible quel que soit l’âge et le niveau de diplôme des bénéficiaires ; les structures d’accompagnement à la mobilité au sein des établissements doivent être renforcées, ce qui implique d’inciter les enseignants et les personnels des établissements d’enseignement à expérimenter eux-mêmes la mobilité ; enfin sont nécessaires une augmentation des bourses et une meilleure allocation en fonction de critères socio-économiques pour attirer des publics freinés par des réticences culturelles.
