Le sport est un révélateur de la marche du monde. Il permet aux États de se mettre en scène et fait l’objet d’une forte exploitation au service de doctrines d’État. On pense naturellement aux JO de Berlin de 1936, utilisés par le régime nazi pour valoriser leur idéologie totalitaire de la supériorité aryenne. Mais pensons, plus proches de nous, à la « diplomatie virile » d’un Vladimir Poutine, qui a voulu les Jeux de Sotchi en 2014 et a veillé à leur mise en scène et à leur gigantisme pour illustrer le réveil de la Grande Russie. Ou aux tentatives des États-Unis de faire aujourd’hui le ménage dans les instances « corrompues » du sport mondial, fidèles en cela à leur idéologie de la « destinée manifeste ». Pensons également au Qatar qui a fait du sport l’un des piliers de sa stratégie nationale « Vision 2030 » pour exister sur la carte du monde. Les illustrations ne manquent pas et justifiaient que la commission des Affaires étrangères interroge la question de la place du sport dans l’effort diplomatique de la France. La puissance de la France au XXIème siècle résultera de la conjugaison intelligente des différents leviers de l’influence et le sport est un de ces leviers. La tenue de grands évènements sportifs internationaux contribue au rayonnement et à l’attractivité de notre pays et recèle des potentiels énormes de développement économique, social et environnemental. L’économie du sport représenterait près de 2 % du PIB mondial, avec une croissance des activités sportives de l’ordre de 4 %. Cette dynamique et l’ampleur des investissements publics offre des perspectives de croissance considérables pour les entreprises, avec des effets d’entrainement sur de nombreuses filières et dans des secteurs innovants. En France, le marché représenterait 275 000 emplois. Enfin, le sport occupe une place particulière dans toutes les sociétés car c’est l’activité humaine à la fois la plus répandue, la plus partagée et la plus fédératrice. Pour ces trois raisons, le sport est un moyen privilégié de conforter et d’élargir les positions de la France et son rayonnement. Le rapport de la mission d’information est publié dans un contexte national riche en actualités sportives et marqué par la candidature de la ville de Paris pour accueillir les Jeux olympiques et paralympiques de 2024. Il entend toutefois contribuer à donner au sport une place autre que le simple commentaire des résultats et des décisions du monde sportif. Il s’attache à démontrer l’intérêt pour un pays comme le nôtre de dépasser les politiques ponctuelles pour structurer une diplomatie sportive complète et pérenne. Il formule à cet effet un certain nombre d’orientations devant permettre de mieux organiser notre diplomatie économique sportive, en France comme à l’étranger, et d’intégrer de manière pertinente et variée le levier sportif au sein de notre diplomatie globale

L’Azerbaïdjan est situé au cœur des relations complexes entre la Russie, la Turquie et l’Iran. Sa relation avec les pays occidentaux est donc stratégique. Ses ressources en gaz naturel et en pétrole, ainsi que sa position géographique sur le corridor gazier Sud sont un atout. Elles offrent en effet à l’Europe une voie et des sources d’approvisionnement alternatives à ses fournisseurs traditionnels tels que la Russie. La France et l’Azerbaïdjan ont noué des relations commerciales importantes, en particulier dans le secteur des hydrocarbures. Leur développement futur dépend largement du succès des projets de diversification en cours de l’économie azerbaïdjanaise, engagés pour surmonter les effets négatifs de la baisse des cours du pétrole et l’épuisement prévisible des réserves énergétiques à plus long terme. Sur le plan politique et dans le respect des obligations d’impartialité et d’équilibre qui lui incombent comme médiateur dans le conflit du Haut-Karabagh, la France entretient avec l’Azerbaïdjan des relations régulières et diversifiées, avec en particulier une coopération culturelle, éducative et universitaire active, et l’implication de quelques collectivités territoriales françaises dans la coopération décentralisée. Sur la situation problématique des droits de l’Homme et de l’État de droit, constatée par l’ensemble des grandes organisations internationales et européennes, notamment le Conseil de l’Europe, dont l’Azerbaïdjan est membre, et l’Union européenne, avec laquelle un accord global est en cours de négociation, la France doit continuer à œuvrer pour faire progresser la démocratie en Azerbaïdjan.

The internal destabilization of many poor countries that accompanied the end of the Cold War and the general failure of structural adjustment programs have changed the nature and allotment of foreign aid around the world. Major donors of foreign aid such as the United States, Japan, and the European Union have been shifting their geographical priorities in allocating aid, as well as their project emphasis, since the end of the Cold War. In addition, multilateral aid agencies—the World Bank, the United Nations, and the International Monetary Fund—are attempting to redress past failures of aid and revamp policies and priorities. Moreover, aid recipients in Africa, the Middle East, Asia, Eastern Europe, the former Soviet republics, and Central America are establishing priorities of their own and evaluating the success and failure of past aid programs. This volume stands out in the literature on foreign aid because it includes contributions from eight policy representatives from a range of important donor and recipient countries—the United States, Japan, the Netherlands, Bolivia, Egypt, Bangladesh, El Salvador, and Poland.
