Cette loi de 2014 (dite loi Lamy) avait quatre grands objectifs : redéfinir et resserer la géographie proritaire de la politique de la ville ; instaurer un cadre contractuel unique à l’échelle intercommunale ; lancer un nouveau programme national de renouvellement urbain géré par l’ANRU, et renforcer la participation des habitants des quartiers de la politique de la ville. Les rapporteurs ont d’abord constaté que la loi a été appliquée rapidement. En effet, les sept décrets d’application prévus par la loi ont été publiés très rapidement. Par ailleurs, la nouvelle géographie prioritaire de la politique de la ville a été définie. Elle se concentre sur moins de quartiers, afin de permettre la concentration des aides sur les concentrations urbaines de pauvreté. Enfin, depuis le mois de janvier 2015, la totalité des 435 contrats de ville ont été signés. Pour 63% d’entre eux la signature a été pilotée par un établissement intercommunal. Toutefois, les rapporteurs ont constaté que très peu de ces contrats disposaient d’une annexe financière. De fait, il apparait que l’enjeu principal en 2016 portera sur les négociations de ces dernières. Les négociations sont, notamment, rendues difficiles du fait de la difficulté de mesurer la mobilisation des politiques de droit commun, ce qui constituait pourtant l’un des objectifs majeurs de la loi. En outre, la réforme de la dotation politique de la ville, qui était prévue par la loi, n’a pas vraiment eu lieu. Enfin, les rapporteurs ont constaté que si les conseils citoyens ont rencontré un véritable succès, le délai nécessaire à leur formation n’a pas permis de les associer à l’élaboration des contrats de ville. Le nouveau programme national de renouvellement urbain reste en construction. La loi a en effet lancé un programme national de renouvellement urbain doté de 5 milliards d’euros pour 2014-2024. Les financements semblent assurés et la liste des quartiers d’intérêt national a été définie. Du fait de problèmes d’articulation avec la loi ALUR, les conventions d’équilibre territorial, qui devaient inciter à une politique de peuplement coordonnée, n’ont, en revanche, pas encore été mises en œuvre.
