Le rapport présenté par Mme Isabelle Bruneau constitue le premier volet d’une analyse critique des effets de la politique européenne de la concurrence pour l’industrie française. Il sera suivi d’un rapport sur le coût de la politique de la concurrence européenne pour la France, élaboré en collaboration avec l’Inspection générale des finances. Dans ses conclusions, adoptées à l’unanimité par la Commission des affaires européennes, la rapporteure insiste sur la nécessité de revisiter la notion d’aide d’État pour y intégrer les avantages fiscaux qui peuvent être accordés aux entreprises, en particulier non européennes et, d’une manière plus générale, pour adapter dans ce domaine les logiciels de la politique européenne aux nouvelles données issues de la mondialisation des économies En matière de concentrations, la députée souligne l’absolue nécessité pour la prochaine Commission européenne de mieux intégrer le point de vue des États – plus particulièrement du point de vue de la dimension sociale – et souhaite, dans cet esprit, que les procédures internes de la Commission européenne soient modifiées afin de promouvoir une approche plus politique de la mise en oeuvre des règles de concurrence, allant au-delà de la seule appréciation juridique.

La Politique européenne de voisinage, créée en 2004, s’appuie sur deux plateformes régionales : l’Union pour la Méditerranée, qui s’adresse à dix pays du Proche-Orient et de la rive Sud de la Méditerranée ; le Partenariat oriental, qui couvre six pays d’Europe de l’Est et du Caucase Sud. Elle a pour base juridique l’article 8 du Traité sur l’Union européenne. Son but est d’encourager des relations plus étroites avec les pays limitrophes de l’Union européenne non engagés dans un processus de négociations d’adhésion et ainsi d’y promouvoir des réformes politiques et économiques de nature à enraciner la prospérité, la stabilité et la sécurité, dans l’intérêt mutuel des deux parties. La commission des Affaires européennes propose que l’Assemblée nationale se prononce en faveur des orientations suivantes : conserver le périmètre actuel de la Politique européenne de voisinage ; ouvrir l’Europe sur les « voisins des voisins » ; distinguer clairement partenariat et élargissement ; maintenir la physionomie unitaire du dispositif ; adopter une approche pragmatique de la conditionnalité ; accentuer la différenciation politique pays par pays ; rendre les instruments de soutien financier un peu plus flexibles ; ne pas retoucher l’économie générale de l’Instrument européen de voisinage ; améliorer le taux d’exécution des crédits engagés ; revoir la procédure des plans d’action et des rapports annuels de suivi ; encourager l’appropriation par les partenaires ; recentrer sur des priorités plus restreintes ; renforcer le volet sécurité.

Ideal for students and practitioners working in spatial planning, the Europeanization of planning agendas and regional policy in general Spatial Planning Systems and Practices in Europe develops a systematic methodological framework to analyze changes in planning systems throughout Europe. The main aim of the book is to delineate the coexistence of continuity and change and of convergence and divergence with regard to planning practices across Europe.
