Chacune des sessions de la XIVe législature a été marquée par une forte activité pour la commission des Lois constitutionnelles, de la législation et de l’administration générale de la République. La session 2015-2016 a donné lieu à une nouvelle progression. Présidée par M. Dominique Raimbourg depuis le 3 février 2016, à la suite de la nomination de M. Jean-Jacques Urvoas en qualité de garde des Sceaux, ministre de la Justice, la commission des Lois a tenu, au cours de cette session, 98 réunions, siégeant durant plus de 160 heures et occupant 47% du temps de séance hors loi de finances et de financement de la sécurité sociale. Elle a examiné au fond 22 des 42 lois promulguées. Ce bilan prolonge les constats antérieurs. Depuis 2012, la Commission a examiné au fond 58 projets de loi et 94 propositions. Parmi ces textes, 83 ont été définitivement adoptés, dont 31 propositions de loi : l’initiative parlementaire occupe désormais une place incontestable, et la part réservée aux initiatives de l’opposition est réelle. À un an de la fin de la législature, le président de la commission des Lois a enfin souhaité mettre l’accent sur le contrôle de l’application des lois votées. Il ressort de ce travail que, s’agissant des lois de la XIVe législature relevant de la Commission et votées il y a plus de six mois, le taux d’application avoisine les 90% : quelques anomalies ont été relevées mais le résultat d’ensemble est très satisfaisant.

Comme il en est désormais l’usage, la commission des Lois a souhaité publier un rapport d’activité et ce, pour la période du 28 juin 2012 au 30 juin 2015 qui démontre, une fois de plus, que ses membres ont été particulièrement sollicités pour mener à bien les missions qui leur sont assignées par la Constitution : voter la loi, contrôler l’action du Gouvernement et évaluer les politiques publiques.

The integrity of knowledge that emerges from research is based on individual and collective adherence to core values of objectivity, honesty, openness, fairness, accountability, and stewardship. Integrity in science means that the organizations in which research is conducted encourage those involved to exemplify these values in every step of the research process. Understanding the dynamics that support â€" or distort â€" practices that uphold the integrity of research by all participants ensures that the research enterprise advances knowledge. The 1992 report Responsible Science: Ensuring the Integrity of the Research Process evaluated issues related to scientific responsibility and the conduct of research. It provided a valuable service in describing and analyzing a very complicated set of issues, and has served as a crucial basis for thinking about research integrity for more than two decades. However, as experience has accumulated with various forms of research misconduct, detrimental research practices, and other forms of misconduct, as subsequent empirical research has revealed more about the nature of scientific misconduct, and because technological and social changes have altered the environment in which science is conducted, it is clear that the framework established more than two decades ago needs to be updated. Responsible Science served as a valuable benchmark to set the context for this most recent analysis and to help guide the committee's thought process. Fostering Integrity in Research identifies best practices in research and recommends practical options for discouraging and addressing research misconduct and detrimental research practices.
