L’Azerbaïdjan est situé au cœur des relations complexes entre la Russie, la Turquie et l’Iran. Sa relation avec les pays occidentaux est donc stratégique. Ses ressources en gaz naturel et en pétrole, ainsi que sa position géographique sur le corridor gazier Sud sont un atout. Elles offrent en effet à l’Europe une voie et des sources d’approvisionnement alternatives à ses fournisseurs traditionnels tels que la Russie. La France et l’Azerbaïdjan ont noué des relations commerciales importantes, en particulier dans le secteur des hydrocarbures. Leur développement futur dépend largement du succès des projets de diversification en cours de l’économie azerbaïdjanaise, engagés pour surmonter les effets négatifs de la baisse des cours du pétrole et l’épuisement prévisible des réserves énergétiques à plus long terme. Sur le plan politique et dans le respect des obligations d’impartialité et d’équilibre qui lui incombent comme médiateur dans le conflit du Haut-Karabagh, la France entretient avec l’Azerbaïdjan des relations régulières et diversifiées, avec en particulier une coopération culturelle, éducative et universitaire active, et l’implication de quelques collectivités territoriales françaises dans la coopération décentralisée. Sur la situation problématique des droits de l’Homme et de l’État de droit, constatée par l’ensemble des grandes organisations internationales et européennes, notamment le Conseil de l’Europe, dont l’Azerbaïdjan est membre, et l’Union européenne, avec laquelle un accord global est en cours de négociation, la France doit continuer à œuvrer pour faire progresser la démocratie en Azerbaïdjan.

Barthélémy Toguo is a multiple disciplinary artist whose work addresses migration, colonialism, race, exile and displacement.Born in 1967 in Cameroon, he lives and works between Bandjoun and Paris. After studying at the fine arts academy in Abidjan, Ivory Coast, Toguo made his way to the fine arts academy in Grenoble, then the Kunstakademie in Düsseldorf. Freely encompassing drawing, sculpture, video, installation and performance, his creations draw inspiration from his experience, travels and encounters. Watercolour has a central place in his work.Toguo plays with the spaces where different materials overlap. He created pathways between Western and African traditions and observes the language and new identities that arise therein. His cultural and social engagement is evident in the Bandjoun Station art centre that he created in Cameroon in 2013.Toguo's work is in the collections of the Museum of Modern Art and the Studio Museum in Harlem, New York; Centre Georges Pompidou, Paris; Musée d'art contemporain, Lyon; Fondation Louis Vuitton; and Kunstsammlungen der Stadt, Düsseldorf, among others. The Shanghai Cooperation Organization (SCO) is one of the most rapidly developing centres of the multipolar world, covering an enormous landmass including China, India, Russia and its southern Eurasian neighbours. With both its eight member states and a growing group of observer states, the SCO's activities have expanded beyond its initial focus on security and stability to broader cooperation with the UN and other groupings such as the G20, BRICS, NATO and ASEAN. Bringing together large and disparate nation-states with often rival geostrategic agendas means that it not only faces substantial structural challenges but also has great potential. The contributors to this volume, representing a range of the states within the SCO, evaluate the possibilities for the Organization, and the challenges it faces in achieving them through a prism of legal regulation.
