En 2011, l’Allemagne a amorcé un « tournant énergétique » (Energiewende), en décidant d’abandonner rapidement la production d’électricité d’origine nucléaire, tout en maintenant des objectifs ambitieux de réduction des gaz à effet de serre, grâce à l’amélioration de l’efficacité énergétique et au développement des énergies renouvelables. Tandis que commence, en France, l’examen du projet de loi relatif à la transition énergétique, il a paru utile à l’Office de réunir, pour éclairer les parlementaires, un certain nombre d’acteurs et d’observateurs du tournant énergétique en Allemagne, afin de débattre des progrès réalisés ainsi que des difficultés rencontrées dans ce pays, et d’en tirer les enseignements utiles pour la France. Certes, la France et l’Allemagne ne possèdent pas le même bouquet énergétique initial et ne poursuivent pas les mêmes objectifs. Néanmoins, les deux pays sont confrontés à de nombreux défis communs : réduire la part d’électricité d’origine nucléaire, produire et intégrer aux réseaux une part croissante d’énergie renouvelable, maîtriser le coût de l’énergie pour les entreprises et pour les ménages, diminuer la consommation énergétique... Ces défis ambitieux justifient un examen approfondi de l’expérience allemande et posent la question des modalités d’une coopération franco-allemande accrue dans le domaine énergétique.
