Face à l’ampleur du sujet, la commission a fait le choix d’écarter le thème de la radicalisation qui a été abondamment traité dans plusieurs rapports parlementaires récents. La commission s’est interrogée sur l’efficacité des actions conduites dans le domaine de la lutte contre le terrorisme. Elle a porté sa réflexion sur les points qui lui semblaient devoir faire l’objet d’une attention particulière : la réponse des forces de l’ordre, des secours, des organes de prise en charge des victimes et des services d’enquête. La commission s’est également intéressée à l’action des services de renseignements civil et militaire, au traitement pénal des affaires de terrorisme et aux modalités de la protection et de la sécurisation du territoire. Pendant 5 mois, la commission d’enquête a procédé à 59 auditions et tables rondes et a entendu 187 personnes durant 125 heures. Elle a d’abord tenu à donner la parole aux victimes des attentats et à leurs proches afin qu’ils fassent part à la représentation nationale de leurs attentes, de leurs craintes et de leurs espoirs. Puis, elle a reçu les acteurs de la lutte antiterroriste en commençant par les hommes et les femmes de terrain : pompiers, gendarmes, militaires, médecins du SAMU intervenus en janvier et novembre 2015. La commission a également auditionné les représentants des services de renseignement, les magistrats spécialisés dans le traitement des affaires de terrorisme, des avocats et des associations. Les témoignages et suggestions de professeurs, chercheurs, journalistes et experts ont également contribué à alimenter les réflexions de la commission. Par ailleurs la commission s’est déplacée à Lille, Marseille, au Bataclan, à la Préfecture de police de Paris et à l’Unité de coordination de la lutte antiterroriste rattachée au ministère de l’Intérieur pour examiner au plan local des actions de lutte contre le terrorisme. Des déplacements en Belgique, au Pays-Bas, en Grèce, en Turquie, en Israël et aux États-Unis ont permis aux députés d’étudier les mesures prises par ces pays pour lutter contre le terrorisme et l’état de la coopération internationale. Lors de ces déplacements, la commission a constaté de l’impérieuse nécessité de parvenir à un meilleur dialogue et un plus grand travail en commun à l’échelle européenne et mondiale. La commission d’enquête formule 40 propositions.

Tunisia became one of the largest sources of foreign fighters for the Islamic State—even though the country stands out as a democratic bright spot of the Arab uprisings and despite the fact that it had very little history of terrorist violence within its borders prior to 2011. In Your Sons Are at Your Service, Aaron Y. Zelin uncovers the longer history of Tunisian involvement in the jihadi movement and offers an in-depth examination of the reasons why so many Tunisians became drawn to jihadism following the 2011 revolution. Zelin highlights the longer-term causes that affected jihadi recruitment in Tunisia, including the prior history of Tunisians joining jihadi organizations and playing key roles in far-flung parts of the world over the past four decades. He contends that the jihadi group Ansar al-Sharia in Tunisia was able to take advantage of the universal prisoner amnesty, increased openness, and the lack of governmental policy toward it after the revolution. In turn, this provided space for greater recruitment and subsequent mobilization to fight abroad once the Tunisian government cracked down on the group in 2013. Zelin marshals cutting-edge empirical findings, extensive primary source research, and on-the-ground fieldwork, including a variety of documents in Arabic going as far back as the 1980s and interviews with Ansar al-Sharia members and Tunisian fighters returning from Syria.
