Le Groupe de la Banque africaine de Développement est une institution financière de développement régionale et multilatérale. Elle compte 53 pays membres africains et 24 pays membres non africains situés en Asie, en Europe et en Amérique du Nord et du Sud. L'objectif de la Banque est de promouvoir le développement économique et le progrès social des pays africains, pris individuellement ou collectivement. A cet effet, elle encourage l'investissement de capitaux publics et privés en faveur du développement, surtout à travers l'octroi de prêts et de dons à des projets et programmes qui contribuent à la réduction de la pauvreté et au développement général et durable du continent. Les opérations non concessionnelles de la Banque sont financées sur ses ressources ordinaires. En outre, les guichets d'aide-le Fonds Africain de Développement et le Fonds Spécial du Nigeria-accordent des financements concessionnels aux pays à faible revenu qui ne peuvent pas supporter des prêts aux conditions du marché. A la fin de 2005, le groupe de la Banque africaine de développement a approuvé un total cumulé de 3 m prêts et dons équivalant à des engagements de plus de 55 milliards de dollars américains. Ces engagements, qui ont bénéficié à 52 pays membres régionaux et à des institutions nationales et régionales, étaient destinés à financer des projets et programmes de développement dans les secteurs de l'agriculture, des transports, des équipements collectifs, de l'industrie, de l'éducation et de la santé. Depuis le milieu des années 8o, une bonne partie des engagements a servi à soutenir des programmes de réformes économiques et des programmes d'ajustement destinés à accélérer le développement socio-économique. Près des deux tiers du total des engagements sont financés sur des ressources non concessionnelles, tandis que le solde provient des ressources concessionnelles.

Although labor is usually the unique asset upon which poor people can make a living, little is known about the functioning of labor markets in Sub-Saharan Africa. The purpose of this volume is to contribute to the building of knowledge in this area. In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. Part II focuses on job quality and labor market conditions, such as unemployment and underemployment, vulnerability, and job satisfaction. Part III explores the many dimensions of labor market inequalities through various lenses, such as returns on education, segmentation, life-cycle inequality (with a particular focus on old age), inter-generational mobility, time related inequality, and gender and ethnic earnings discrimination. Part IV addresses some key coping mechanisms and private responses, with a focus on migration and child labor. The book concludes with recommendations for future research.

Could regional integration be a first step toward joining the global market? In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. Between 1990 and 2015, several hundred competitive legislative and presidential elections were held in all but a handful of the region's countries. This book is the first comprehensive comparative analysis of the key issues, actors, and trends in these elections over the last quarter century. The book asks: what motivates African citizens to vote? What issues do candidates campaign on? How has the turn to regular elections promoted greater democracy? Has regular electoral competition made a difference for the welfare of citizens? The authors argue that regular elections have both caused significant changes in African politics and been influenced in turn by a rapidly changing continent - even if few of the political systems that now convene elections can be considered democratic, and even if many old features of African politics persist.
