Some 2.7 billion people live in poverty on less than two dollars a day, whilst 1.1 billion live in extreme poverty on less than one dollar a day. The United Nation's Millennium Development Goals aim is to halve this number by 2015 and the Department for International Development has set Public Service Agreement Targets to contribute to this reduction. As some 75 per cent of the world's poor live in rural areas, these targets cannot be reached without the reduction of rural policy. This report looks at rural poverty and the way the DFID tackles the issue, especially in the short and medium term. It is organised into four main sections: the challenge of tackling rural poverty; DIFD's country programme assistance to the rural poor; reaching the rural poor through other funding schemes; and management of the aid budget.

For more than thirty-five years, Thomas W. Dichter has worked in the field of international development, managing and evaluating projects for nongovernmental organizations, directing a Peace Corps country program, and serving as a consultant for such agencies as USAID, UNDP, and the World Bank. On the basis of this extensive and varied experience, he has become an outspoken critic of what he terms the "international poverty alleviation industry." He believes that efforts to reduce world poverty have been well-intentioned but largely ineffective. On the whole, the development industry has failed to serve the needs of the people it has sought to help. To make his case, Dichter reviews the major trends in development assistance from the 1960s through the 1990s, illustrating his analysis with eighteen short stories based on his own experiences in the field. The analytic chapters are thus grounded in the daily life of development workers as described in the stories. Dichter shows how development organizations have often become caught up in their own self-perpetuation and in public relations efforts designed to create an illusion of effectiveness. Tracing the evolution of the role of money (as opposed to ideas) in development assistance, he suggests how financial imperatives have reinforced the tendency to sponsor time-bound projects, creating a dependency among aid recipients. He also examines the rise of careerism and increased bureaucratization in the industry, arguing that assistance efforts have become disconnected from important lessons learned on the ground. In the end, Dichter calls for a more light-handed and artful approach to development assistance, with fewer agencies andexperts involved. His stance is pragmatic, rather than ideological or political. What matters, he says, is what works, and the current practices of the development industry are simply not effective.

The paper's objective is to demonstrate how Bank assistance strategies can be designed to contribute more effectively to the reduction of poverty. Two observations underlie the paper's main thrust. First, because all public policies and programs affect the poor either directly or indirectly, the Bank's efforts to assist countries in reducing poverty must be comprehensive. Second, because the depth and nature of poverty varies significantly among countries, the approach must be flexible enough to allow country-specific solutions. For this reason, the paper concentrates on defining a process that would lead to appropriate assistance strategies rather than defining the strategies themselves. By way of background, the paper recapitulates the two-part strategy of the World Development Report 1990 and, in doing so, establishes the intellectual underpinning for the present paper. It describes the analytical work that is required and emphasizes economic management and human resources development and covers the extent and reliability of social safety nets. The paper illustrates the link between the analysis of poverty and the design of Bank assistance strategies using country examples to illustrate the basic principles. It also outlines ways of improving the information system for analyzing poverty, with or without large-scale household surveys. Finally, the paper focuses on implementation. It brings together the recommendations implied by the preceding discussion.

Despite the billions of dollars spent on development assistance each year, there is still very little known about the actual impact of projects on the poor. Worldwide, the number of poor people increased during the past decade, despite technological improvements, more open trade, and improved policy frameworks in developing countries. Regional conflicts, adverse shifts in terms of trade, and marginalization of poor countries in the new global economy explain this outcome. This highlights the need to reform development assistance and improve its effectiveness. Making Development Work examines the four key principles of the Comprehensive-Development Framework, a World Bank initiative currently being piloted in twelve developing counties. The initiative promotes a holistic long-term vision of development, domestic ownership of development programs, and focus on results; and stronger partnership between government, the private sector, and the civil society. The first section of the volume describes the evolution in development thinking that culminated in this new consensus. The second focuses on country ownership of development policies and programs.
