Construction industry development depends on a deliberate effort to improve upon the performance of projects being implemented. This requires measuring the performance of key activities on projects using indicators that truly reflect the perspective of key stakeholders. Acknowledging the weaknesses in existing indicators, this book proposes a paradigm shift in both the existing measurement philosophy and the Approaches: (i) moving away from expecting "project autopsy reports" towards "project health reports" (ii) moving away from considering the outcomes of a project in terms of the success/failure dichotomy into project performance results in identifiable criteria and (iii) acknowledging the uniqueness of every project and the contingency factors which calls for contingency measures of assessment. A contingency-based assessment tool is designed which could be used to assess construction project performance throughout its life cycle, to identify the factors at play and which will provide the necessary information to facilitate project management decisions. Performance evaluation facilitates tracking and controlling project progress. Project control consists of two main steps: measurement and decision-making. In the measurement step, key performance indicators (KPIs) are designed to evaluate a project's different aspects and are used as a thermometer to determine the health status of the project. In the decision-making step project performance is forecasted and analyzed to support needed management actions. While considerable work is available on the quantitative performance of projects, less attention is directed to qualitative performance. This research presents a framework for qualitative measurement, prediction, and optimization of construction project performance to enhance the progress reporting process and to support management in taking corrective actions, if needed. The framework has three newly developed models; KPI prediction model, performance indicator (PI) prediction model and performance optimization model (POM). The framework is developed for performance measurement, prediction, and optimization of construction projects based on six selected KPIs (cost, time, quality, safety, client satisfaction, and project team satisfaction). The selection is based on the results of a questionnaire and the literature review. Qualitative data of KPIs was collected from 119 construction projects and were then utilized in the development of the three models. The first model maps the KPIs of three critical project stages to the whole project KPIs, based on soft computing methods. Three different soft computing techniques are studied for this purpose and their results are compared: the neuro-fuzzy technique, using Fuzzy C-means algorithm (FCM), and subtractive clustering, and artificial neural networks (ANN). The neuro-fuzzy model is developed for predicting the KPIs of the next stages of a project. The second model used the forecasted results of the first model to generate a single composite PI expressing the health status of the project. The relative weight of each KPI used in calculating the project PI is determined using the Analytic Hierarchy Process (AHP) and Genetic Algorithm (GA). Performance Optimization Model (POM) is the third model. It is used for selecting suitable corrective actions considering the project status expressed by the six KPIs stated above. The developed model can be applied in the initial and middle stage of the project to assist owners in the improvement of the overall project PI and in the improvement of individual KPIs. Different possible modes are considered for project activities based on different ways, referee to here as modes, for resource allocation, execution methods, and/or choice of different materials. GA is applied to choose among different activity modes and optimize project performance using POM. The number of activities and their modes are flexible and do not have any limitations. MATLAB software is used for developing the models in this research. The developed framework and its three models are expected to assist owners and their agents in managing their project effectively. Validation was conducted by using the data from 16 real projects to confirm the model's effectiveness and to compare the results of the soft computing techniques. These results indicate that a neuro-fuzzy technique using subtractive clustering performs better than both the neuro-fuzzy technique with FCM and ANN in predicting project KPIs. The automated framework employs a set of performance indicators to evaluate, predict, and optimize the construction project's performance, qualitatively. It applies different soft computing techniques and compares their results to choose the best technique. The developed framework can be used in construction projects to help decision-makers evaluate and improve the performance of their projects.

Construction projects often do not meet their targets, and usually face time and cost overruns (Agyakwah-Baah & Fugar, 2010; Memon, Abdul, & Abdul, 2012). Due to the complexity and dynamic nature of these projects, it is difficult for project managers to meet project objectives (Collyer & Warren, 2009). A substantial amount of work has been done to overcome this problem by developing different tools and methods, yet often projects still cannot meet their targets (Acebes, Pajares, Galán, & López-Paredes, 2014; Y. Chen, Zhang, Liu, & Mo, 2012). In the construction industry, a rich body of research has emerged to develop frameworks and tools for project management. The majority of current tools do not consider the dynamic nature of projects (Franceschini, Maurizio, & Domenico, 2007). Therefore, in this research, a decision support framework has been developed for the planning phase of a project lifecycle. In addition, a navigational support system has been created for the execution phase of the project lifecycle to monitor and control project performance. This thesis focuses on creating two artefacts: [1] a decision support framework for planning construction projects under uncertainty, in particular, severe weather conditions, and [2] a decision support system as a generic engine for controlling and monitoring key performance indicators at project level. For validation, we applied both artefacts to the construction industry and selected construction projects as cases. It is important to estimate a project’s duration properly in the initial phase to avoid cost and time overruns. Thus, the developed decision support framework in this thesis fills the gap in the phase of project planning by estimating project duration and taking into account the effect of weather on project performance and construction activities. Initial project planning is essential, but it is important to monitor and control the project to bring the project back on track if it veers off from the desired performance. Hence, project managers are keen to know the position of project performance with respect to the agreed criteria and what action to take to bring the project back on track. Thus, a decision support system called Navigational Support System (NSS) has been created to monitor and control project performance among multiple key performance indicators. This research consists of three original papers. Paper I provides a comprehensive review of the literature on the possible causes of delays, the problems with current methods and tools in construction projects in estimating project duration. This paper fills a gap in the literature by proposing a decision support framework to estimate project performance and duration with respect to weather, and presents a model developed through the proposed framework and validated in a real-case construction project. Paper II provides a comprehensive review of literature on the problems of existing performance measurement tools. A conceptual framework of the Navigational Support System (NSS) (Marzoughi & Arthanari, 2016a) based on the idea of navigating in benchmark space, introduced by Arthanari (2010), and the architecture of NSS is proposed. In addition, this paper illustrates the NSS using a case from interior design projects. Finally, Paper III illustrates the implementation of the generic engine proposed in Paper II for further validation in a real-life construction project. In this research, different methodologies have been used to validate both the decision support framework and NSS. In Paper I, multiple methodologies are used to integrate five modules (expert knowledge module, filtration module, multicriteria decision-making module, forecasting module and estimation module) to estimate the duration of construction project activities. Moreover, the techniques applied to integrate weather related variables in the process of estimating the duration of activities affected by weather, such as multivariate data analysis methods including principal component analysis, time series model building approaches, multi-criteria decision-making tools, non-linear multiple regression, and qualitative and quantitative data collection methods are introduced. In Paper II, a Navigational Support System (NSS) is created as a generic engine using design science research methodology. Multivariate statistical techniques and dynamic decision-making techniques were integrated to create the NSS. In Paper III, the NSS has been implemented in construction projects for validating created artefacts. Finally, the efficacy, validity and ease of use of the NSS are evaluated through applying the NSS in a real-life construction project.

This study presents exploratory work and seeks to identify and evaluate the success and failure factors that could form a guideline for further study and to some extent help professionals to understand some critical aspects that impact project performance concerning construction in India. A total of 55 attributes affecting the performance of construction projects are analysed in terms of their level of influence on four key performance criteria – schedule, cost, quality, and no disputes – using a two-stage questionnaire survey. These attributes are then further analysed, interpreted and evaluated. Based on the critical success factors obtained from the study, a neural network model-based predictive model for project performance has been developed. The performance prediction models have been derived for all four project performance criteria. Further, a hypothesis that ‘project success’ is influenced by ‘success traits’ has also been formulated. The hypothesized positive inter-relationships between success traits and project success have been tested using the structural equation modelling technique. Besides supporting the intuition of past researchers in recognizing ‘coordination’ as a key success factor, this study has revealed that coordination is not an isolated and independent activity, but is a typical management function with an inherent role in all major management activities. Key elements affecting coordination have also been identified and their influence on coordination effort has been studied. Furthermore, the present study has also identified three broad skill groups required of effective project coordinators. The results are validated through case studies of live projects and structured interviews with experts in the field of construction management.
