Bundespräsident Joachim Gauck äußert sich ebenfalls dazu: „In diesem Kampf für Menschenrechte oder für das Überleben unschuldiger Menschen ist es manchmal erforderlich, auch zu den Waffen zu greifen“ (Lambeck, 2014, S. 1). Auf einer Gedenkfeier zum Ausbruch des Ersten Weltkrieges sprach er sich für einen beherzten Aktivismus, im Angesicht von Terror, Gewalt und Missachtung der Menschenrechte aus (Frankenberger, 2014 S. 1). Ebenfalls betonte er bei der Eröffnungsrede auf der Münchener Sicherheitskonferenz, dass Deutschland an der Seite der Unterdrückten stehe (Lambeck, 2014, S. 1). Fraglich ist jedoch, ob in der heutigen Zeit für die Einhaltung der Menschenrechte noch zu Waffen gegriffen werden muss. Als Reaktion auf die unmenschlichen Grausamkeiten im Zweiten Weltkrieg haben die Vereinten Nationen im Dezember 1948 die „International Bill of Human Rights“ verabschiedet (Huhle, 2008, S. 1). Erstmals in der Geschichte der UN einigten sich die Mitgliedstaaten auf weltweit geltende Menschenrechte, auf der Grundlage eines gemeinsamen Verständnisses der Menschenwürde (ebd., S. 2). In der Präambel der Allgemeinen Erklärung der Menschenrechte wurde dies folgendermaßen erklärt: „[...] da die Nichtanerkennung und Verachtung der Menschenrechte zu Akten der Barbarei geführt haben, die das Gewissen der Menschheit mit Empörung erfüllen, [...], da es notwendig ist, die Menschenrechte durch die Herrschaft des Rechtes zu schützen, damit der Mensch nicht gezwungen wird, als letztes Mittel zum Aufstand gegen Tyrannei und Unterdrückung zu greifen, [...], da die Mitgliedstaaten sich verpflichtet haben, in Zusammenarbeit mit den Vereinten Nationen auf die allgemeine Achtung und Einhaltung der Menschenrechte und Grundfreiheiten hinzuwirken, da ein gemeinsames Verständnis dieser Rechte und Freiheiten von größter Wichtigkeit für die volle Erfüllung dieser Verpflichtung ist, verkündet die Generalversammlung diese Allgemeine Erklärung der Menschenrechte als das von allen Völkern und Nationen zu erreichende gemeinsame Ideal [...]“ (Resolution 217 A (III)). Die Allgemeine Erklärung der Menschenrechte beeinflusste später nationale und internationale Abkommen zum Schutz der Menschenrechte und war die Basis für den Sozial- und Zivilpakt, in dem die Menschenrechte heutzutage institutionalisiert und festgeschrieben sind (AEMR, o. J., S. 1).

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. In late 1943 and early 1944, after the Nazi invasion of Russia had been turned back, Soviet troops descended upon the Caucasus, the Caspian steppes, and the Crimea without warning and brutally deported some one million of their people--Chechens, Ingush, Balkars, Karachai, Kalmyks, and Tatars--to Central Asia, Kazakhstan, and Siberia. Hundreds were executed and thousands more were to die of malnutrition, exposure, and harsh treatment. Not until the late 1950s were some of them allowed to return to their homelands, but then, and even now, under a burden of lies and guilt for the treasonous acts of a few.
