Communication in the broadest sense gains increasing importance in UN peace missions. However, a gap between demand and reality can be observed that points to a multitude of problematic issues. These are taken up by the thesis and it is finally argued: Successful communication strategies need to be aligned to the goals and tasks of the UN mission on all levels in order to be credible; they need to be conflict and context responsive, inclusive and participatory, consider cultural peculiarities and cross vertical as well as horizontal conflict lines. In the tradition of conflict transformative approaches a framework for analysis and evaluation of communication strategies is built and applied to the UN peace missions in Timor-Leste and Nepal. Derived is a dynamic model for the design of communication strategies that covers all relevant fields of action and performances.

In The Atlantic Realists, intellectual historian Matthew Specter offers a boldly revisionist interpretation of "realism," a prevalent stance in post-WWII US foreign policy and public discourse and the dominant international relations theory during the Cold War. Challenging the common view of realism as a set of universally binding truths about international affairs, Specter argues that its major features emerged from a century-long dialogue between American and German intellectuals beginning in the late nineteenth century. English summary: After the end of the Cold War, there has been a revival of geopolitical thinking. This became apparent in the discussion of the orientation of German foreign policy after reunification as well as in the discussion of the future relevance of the Atlantic and Eurasian region for Europe after the end of the Cold War. This is the central issue this paper deals with. The paper analyses the geopolitical designs for Europe, which have been developed since 1989/91.In these designs two divergent strategic orientations become apparent: Either geopoliticians plead for a close partnership with the United States; or they cast Europe as the counterbalance to the United States. This makes it clear that Atlantic and Euro-Eurasian ideas of Europe clash. Despite these different views there is one common point: the role of the United States is crucial. It is the key to the geopolitical designs for Europe. German description: Mit dem Ende des Ost-West-Konfliktes erfuhr das geopolitische Denken eine Wiederbelebung. Deutlich wurde dies in der Diskussion uber die aussenpolitische Orientierung des wiedervereinigten Deutschlands und uber die zukunftige Bedeutung des atlantischen und des eurasischen Raumes fur Europa. Hans J. Morgenthau wird in den USA zu den großen Intellektuellen des Landes gezählt. Um so erstaunlicher ist die Tatsache, dass sein umfassendes Werk in Deutschland in nur fragmentarischer Weise rezipiert wurde. Der 1904 in Coburg geborene Jude konzipierte die erste als solche anerkannte systematische Theorie der internationalen Politik, die zu Beginn des Kalten Krieges weltweiten Einfluss erlangte. Obwohl Morgenthau auf vorwissenschaftliche anthropologische Grundannahmen zurückgreift, erweisen sich seine historisch-empirischen Analysen der Weltpolitik, basierend auf dem Theorem des Mächtegleichgewichts, als oftmals zutreffend. Politik wird von Morgenthau als Machtausübung verstanden, welche besonderen Gefahren unterliegt und deshalb innen- wie zwischenstaatlich sorgfältig kontrolliert und balanciert werden muss. Auch der Beobachter der Weltpolitik der Gegenwart kann von der Kenntnis des Politischen Realismus Morgenthaus profitieren.
