Why do some governing parties limit their opportunistic behaviour and constrain the extraction of private gains from the state? This analysis of post-communist state reconstruction provides surprising answers to this fundamental question of party politics. Across the post-communist democracies, governing parties have opportunistically reconstructed the state - simultaneously exploiting it by extracting state resources and building new institutions that further such extraction. They enfeebled or delayed formal state institutions of monitoring and oversight, established new discretionary structures of state administration, and extracted enormous informal profits from the privatization of the communist economy. By examining how post-communist political parties rebuilt the state in Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia, Grzymala-Busse explains how even opportunistic political parties will limit their corrupt behaviour and abuse of state resources when faced with strong political competition.

This work seeks to examine the nature and dynamics of authoritarianism in Africa and to suggest ways in which the states covered in the book can be democratically reconstituted. In 1990, a wave of euphoria greeted the "third wave of democratization" that swept across the African Continent. The repression-wearied subalterns were hopeful that the "third wave" would have set into motion the process of democratically reconstituting the authoritarian state on the continent. More than two decades thereafter, although some progress has been made, by and large, the authoritarian state remains the dominant construct in the region. Even in some of the countries in which democratic transitions have taken place, the process of democratic consolidation remains an elusive quest as these states are sandwiched between authoritarianism and democracy. Against this background, the purpose of this book is to examine the travails of the authoritarian state in Africa, including the Herculean task to democratically reconstruct it. In order to do this, six of Africa’s perennial authoritarian states—Cameroon, the Democratic Republic of the Congo, Egypt, Liberia, Rwanda and Uganda—are used as the case studies. The book has two major objectives. First, the various chapters probe the nature and dynamics of authoritarianism in Africa. Second, the chapters suggest ways in which the various authoritarian states covered in the book can be democratically reconstituted.

China today has the largest communist political regime and one of the most dynamic, fastest-growing, and largest economies in the world. Using a case study of China’s tobacco industry, this book analyses how the Chinese government was able to cultivate big state-owned firms that have successfully embraced the global market. The success of the Chinese economy and the many state-owned firms within it have given rise to a "Beijing Consensus," challenging almost every principle enshrined in the so-called "Washington Consensus" that espouses private ownership, free markets, and democracy. By examining two important political processes in contemporary China, ‘local state competition’ and ‘global-market building’, the book argues that the first process serves as a crucial basis for the second. It illustrates how the local governments involved themselves in building and shaping the tobacco market throughout the 1980s and 1990s, and how these domestic market dynamics created conditions for China’s recent embrace of the international market. Since the end of the Cold War, the international community, and the USA in particular, has intervened in a series of civil conflicts around the world. In a number of cases, where actions such as economic sanctions or diplomatic pressures have failed, military interventions have been undertaken. This 1999 book examines four US-sponsored interventions (Panama, Somalia, Haiti and Bosnia), focusing on efforts to reconstruct the state which have followed military action. Such nation-building is vital if conflict is not to recur. In each of the four cases, Karin von Hippel considers the factors which led the USA to intervene, the path of military intervention, and the nation-building efforts which followed. The book seeks to provide a greater understanding of the successes and failures of US policy, to improve strategies for reconstruction, and to provide some insight into the conditions under which intervention and nation-building are likely to succeed.
