Recolonisation contributes to the developing debate which is questioning the role of foreign funded non-governmental organizations (NGOs). There is a growing awareness that they serve as a powerful structural influence which impacts on both organizational landscapes and civil society. In this context, Susantha Goonatilake studies the political economy of NGO activity in Sri Lanka, a country which once had a vibrant democratic tradition and a functioning civil society. Goonatilake contends that focused NGO penetration into the country began in the 1980s simultaneously with the growth of the authoritarian state. He claims that subsequent NGO activity in Sri Lanka has had a deep impact on visible civic life, drawing the conclusion that the work of foreign funded NGOs actually undermines 'locally grown' civil institutions.

This book explores what difference development aid has made to the size, complexity, style of functioning, values and future direction of the NGO sector in India. It does this, first, by giving a comprehensive documentation of the experience of Indian NGOs with foreign aid since Independence. Simultaneously, it also analyses, in a broad historical perspective, some of the issues which are the subject of contemporary debate regarding the voluntary sector and aid, such as who decides ‘what’ is development and ‘how’ it should be brought about; whether foreign donors have hidden agendas, and if their aid amounts to cultural imperialism; and whether aid has made NGOs more self-reliant. The book also looks at the tripartite relationship between NGOs, donors, and governments, examining, for instance, whether the government is justified in imposing restrictions on receipt of funds by NGOs on the grounds that terrorist activities and religiously motivated communal strife are often financed with funds from abroad, with NGOs being used as fronts for both.

International peacebuilding has reached an impasse. Its lofty ambitions have resulted in at best middling success, punctuated by moments of outright failure. The discrediting of the term ‘liberal peacebuilding’ has seen it evolve to respond to the numerous critiques. Notions such as ‘inclusive peace’ merge the liberal paradigm with critical notions of context, and the need to refine practices to take account of ‘the local’ or ‘complexity’. However, how this would translate into clear guidance for the practice of peacebuilding is unclear. Paradoxically, contemporary peacebuilding policy has reached an unprecedented level of vagueness. Peace in political unsettlement provides an alternative response rooted in a new discourse, which aims to speak both to the experience of working in peace process settings. It maps a new understanding of peace processes as institutionalising formalised political unsettlement and points out new ways of engaging with it. The book points to the ways in which peace processes institutionalise forms of disagreement, creating ongoing processes to manage it, rather than resolve it. It suggests a modest approach of providing ‘hooks’ to future processes, maximising the use of creative non-solutions, and practices of disrelation, are discussed as pathways for pragmatic post-war transitions. It is only by understanding the nature and techniques of formalised political unsettlement that new constructive ways of engaging with it can be found.

This book uses empirical evidence from various case studies to examine the relationship between territorial and regional autonomy, the nation-state and ethnic conflict resolution in South and South-East Asia. The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts.
