Thirty thousand young people who entered ninth grade in the School District of Philadelphia's Classes of 2000-05 failed to graduate four years later. Resulting losses are huge--to lifetime earnings and employment for these young people, to government revenues, and to the regional economy. Fortunately, a renewed interest in the out-of-school youth population in Philadelphia and across the country in recent years is leading to a growing understanding of the challenges faced by these young people, and to an increasing body of effective practices aimed at reconnecting them to high-quality educational opportunities with pathways to postsecondary education and careers. This paper presents research-based practices that reconnect out-of-school youth to education and employment. (Contains 8 footnotes.).

By age 30, between 68 and 75 percent of young men in the United States, with only a high school degree or less, are fathers. This volume provides practical, policy-driven strategies to address the national epidemic of disadvantaged young fathers and the challenges they face in raising and supporting their children. National experts discuss the issues of immediate concern to those working to reconnect disengaged dads to their children and improve child and family economic and emotional well-being. Each chapter was presented at a working conference organized by Institute for Research on Poverty director, Tim Smeeding (University of Wisconsin–Madison), in coordination with the Columbia University School of Social Work's Center for Research on Fathers, Children, and Family Well-Being, directed by Ronald Mincy, and the Columbia Population Research Center, directed by Irwin Garfinkel. The conference brought together scholars, many in public policy, to examine strategies for reducing barriers to marriage and fathers' involvement, designing child support and other public policies to encourage the involvement of fathers, and addressing fathers who have multiple child support responsibilities. This volume will appeal to researchers, policy-makers, and practitioners dedicated to improving the lives of low-income families and children.

"Reconnecting Youth" is an elective, credit-bearing course for students at risk of dropping out of school due to frequent absenteeism, low grades, or a history of dropping out. The curriculum focuses on building self-esteem, decision making, personal control, and interpersonal communication skills. The What Works Clearninghouse (WWC) reviewed all of the existing research on the program and its impacts on middle school, junior high school, or high school students who are at risk of dropping out or have already dropped out. The review finds that none of the existing research meets WWC design standards. Therefore, more research is needed to determine whether the program is effective for dropout prevention. A glossary of terms is included.

"Back to School: Pathways for Reengagement of Out-of-School Youth in Education" focuses on a social and global problem--200 million adolescents and youth are out of school, live in adverse life circumstances, and face multiple disadvantages. It analyzes the available evidence for what works, how, and why for reengaging and retaining these young people in education. The study further explores for whom and in what contexts the identified interventions can be effective, considering variations in both individual and contextual characteristics of the targeted youth. The synthesized findings from this review are used to build a broad theory of change which can guide efforts of policy and programming for designing contextualized interventions for education reengagement.

An “engrossing collection of rigorously researched articles” from Elizabeth Warren, Jared Bernstein, William Julius Wilson, and more (Publishers Weekly). Can the wealthiest nation in the world do anything to combat the steadily rising numbers of Americans living in poverty—or the tens of millions of Americans living in “near poverty”? In this book, some of the country’s most prominent scholars, businesspeople, and community activists answer with a resounding yes. Published in conjunction with one of the country’s leading anti-poverty centers, Ending Poverty in America brings together respected social scientists, journalists, neighborhood organizers, and business leaders—both liberal and conservative—to tackle hot-button issues such as job creation, schools, housing, and family-friendly social policy, offering a template for a renewed public debate and a genuine effort to confront this urgent issue that undermines the long-term security of our nation. Contributors include: Jared Bernstein, Anita Brown-Graham, Carol Mendez Cassell, Richard Freeman, Angela Glover-Blackwell, Jacob Hacker, Harry Holzer, Jack F. Kemp, Ronald Mincy, Katherine S. Newman, Melvin L. Oliver, Dennis Orthner, David K. Shipler, Beth Shulman, Michael A. Stegman, Elizabeth Warren, William Julius Wilson.
