Le politiche e le misure di contrasto alla povertà hanno recentemente ripreso ad essere al centro dell'agenda politica dei governi italiani. Il lavoro rappresenta da sempre la prima forma di integrazione sociale, ma negli anni della crisi e la conseguente perdita di migliaia di posti di lavoro sembra che schemi di reddito minimo garantito non siano più sufficienti se non affiancati a servizi per l'impiego e sociali efficaci. In questo contesto si sviluppa l'idea parallela di introdurre un reddito di base non condizionato all'accettazione di una proposta di lavoro con giustificazioni etiche, economiche e politiche. Quale sarà il futuro dell'attuale modello di welfare è un percorso non dato a priori e che forse premierà solo chi avrà il coraggio di unire la tradizione con l'innovazione.100 domande e 100 risposte non risolvono i dubbi, ma possono suscitare nel lettore il desiderio di conoscere per meglio servire chi vive ai margini della società. Giuseppe Angelillis, assistente sociale specialista, da circa dieci anni lavora nell'ambito delle disabilità e della non autosufficienza in ambiente sanitario. Negli ultimi quattro anni ha lavorato con persone in disagio psichico più o meno grave e da qui ha sviluppato la coscienza che gli assistenti sociali devono cercare non solo di tutelare ma anche di favorire percorsi di inclusione sociale e lavorativa per chi spesso è soggetto ad emarginazione e stigma dalla società. Inoltre la crisi economica iniziata nel 2007 ha visto l'aumentare di persone in stato depressivo, spesso con derive suicidarie. Per questo motivo ha voluto dotarsi di conoscenze teoriche di politiche del lavoro e nel luglio 2017 presso la Link Campus University di Roma ha conseguito il Master in Management dei servizi e delle politiche del lavoro. Precedentemente ha conseguito sia la laurea triennale in Scienze del Servizio Sociale che quella specialistica in Programmazione e gestione delle politiche e dei servizi sociali presso l'Università LUMSA di Roma In passato ha scritto diversi articoli per la testata giornalistica blastingnews.it. Attualmente ricopre il ruolo di funzionario presso il Ministero della Giustizia. Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

A critique of capital through the lens of war, and a critique of war through the lens of the revolution of 1968. “We are at war,” declared the President of the French Republic on the evening of November 13, 2015. But what is this war, exactly? In Wars and Capital, Éric Alliez and Maurizio Lazzarato propose a counter-history of capitalism to recover the reality of the wars that are inflicted on us and denied to us. We experience not the ideal war of philosophers, but wars of class, race, sex, and gender; wars of civilization and the environment; wars of subjectivity that are raging within populations and that constitute the secret motor of liberal governmentality. By naming the enemy (refugees, migrants, Muslims), the new fascisms establish their hegemony on the processes of political subjectivation by reducing them to racist, sexist, and xenophobic slogans, fanning the flames of war among the poor and maintaining the total war philosophy of neoliberalism. Because war and fascism are the repressed elements of post-'68 thought, Alliez and Lazzarato not only read the history of capital through war but also read war itself through the strange revolution of '68, which made possible the passage from war in the singular to a plurality of wars—and from wars to the construction of new war machines against contemporary financialization. It is a question of pushing “'68 thought” beyond its own limits and redirecting it towards a new pragmatics of struggle linked to the continuous war of capital. It is especially important for us to prepare ourselves for the battles we will have to fight if we do not want to be always defeated.
