Annotation We are at a point in history where economic inequalities are more widespread each day. The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.

Society today faces a difficult contradiction: we know exactly how the physical limits of our planet are being reached and exactly why we cannot go on as we have before – and yet, collectively, we seem unable to reach crucial decisions for our future in a timely way. This book argues that our definition of prosperity, which we have long assimilated with the idea of material wealth, may be preventing us from imagining a future that meets essential human aspirations without straining our planet to the breaking point. In other words, redefining prosperity is a necessary and urgent task. This book is the fruit of a long debate among 15 scholars from diverse fields who worked together to bring the depth and nuance of their respective fields to questions that affect us all. The result is a rich, transdisciplinary work that illuminates the philosophical and historical origins of our current definition of prosperity; identifies the complex processes that gave rise to the problems we face today; elucidates the ways in which our contemporary environmental, social, nutritional, economic, political, and cultural crises are interconnected; and explores why a half-century of economic growth has neither increased life satisfaction in the West nor vanquished world poverty. Approaching these broad-ranging questions from the specific standpoints of their disciplines, each of the authors offers thoughts for the future, considering possible escape routes and proposing changes to the way we live, behave, and organise society and public action – changes that actually respond, in an equitable way, to our deepest aspirations. In Rethinking Poverty, James P. Bailey argues that most contemporary policies aimed at reducing poverty in the United States are flawed because they focus solely on insufficient income. Bailey argues that traditional policies such as minimum wage laws, food stamps, housing subsidies, earned income tax credits, and other forms of cash and non-cash income supports need to be complemented by efforts that enable the poor to save and accumulate assets. Drawing on Michael Sherraden’s work on asset building and scholarship by Melvin Oliver, Thomas Shapiro, and Dalton Conley on asset discrimination, Bailey presents us with a novel and promising way forward to combat persistent and morally unacceptable poverty in the United States and around the world. Rethinking Poverty makes use of a significant body of Catholic social teachings in its argument for an asset development strategy to reduce poverty. These Catholic teachings include, among others, principles of human dignity, the social nature of the person, the common good, and the preferential option for the poor. These principles and the related social analyses have not yet been brought to bear on the idea of asset-building for the poor by those working within the Catholic social justice tradition. This book redresses this shortcoming, and further, claims that a Catholic moral argument for asset-building for the poor can be complemented and enriched by Martha Nussbaum’s “capabilities approach.” This book will affect current debates and practical ways to reduce poverty, as well as the future direction of Catholic social teaching.
