This volume investigates the uptake of ‘open learning’ in South African Technical Vocational Education and Training (TVET) colleges and higher education institutions. 2016年6月我国正式成为《华盛顿协议》的成员国之一,实现了我国本科阶段工程教育专业认证的国际接轨,然而作为拥有世界上规模最大的现代职业教育体系的国家,对《悉尼协议》的国际标准学习较少,在高职高专工程教育阶段的重视度还多有不足,导致我国高职高专阶段的工程教育及工程技术专家培养仍然没有被其他国家认可的机会。《悉尼协议》作为一项针对三年制高等工程职业教育毕业生、具有国际实质等效性的协议,对我国高职高专工科毕业生素质的提升有着重要的参考意义,目前,我国高职高专工科毕业生的培养还存在着较大的问题,对其的评估体系也尚未建设完善,而评估是促进我国高职高专工科毕业生素质提升的主要手段之一。因此,针对我国高职高专工科毕业生素质的评价指标体系的建立尤为重要本研究依据现阶段国际上得到普遍认可的高职高专阶段工程教育认证协议——《悉尼协议》作为评价指标构建的参考,将有助于我国高职高专工程教育的持续改进,基于《悉尼协议》建立我国高职高专工科毕业生素质的评价指标体系也将在一定程度上丰富和充实我国对高职高专工科毕业生素质评价的研究。从理论意义上讲,目前国内相关评价研究缺乏理论基础,本研究拟根据《悉尼协议》对毕业生素质的评价标准,基于成果评价理论(Outcome-Based Evaluation Theory)建立高职高专工科毕业生素质评价指标体系并进行实际评价。一方面,充实我国相关研究的理论基础,为之后的研究提供理论支撑;另一方面,对于《悉尼协议》的深度分析将拓宽我国对《悉尼协议》研究的内涵和外延。从实践意义上讲,本研究根据国际普遍认同的《悉尼协议》的相关标准并结合国内学界构建的诸多标准建立适用于我国高职高专工科毕业生的素质评价指标体系,同时本研究所开发的评价指标体系致力于帮助工科毕业生了解自身存在的不足,促进高校对工科毕业生素质所存在的问题及时发现与改进。
