La presente publicación es fruto de un Congreso Internacional celebrado en el Instituto de Derecho Público de la Universidad Rey Juan Carlos en octubre de 2016, en el cual diversos docentes de diferentes universidades españolas y extranjeras abordaron la problemática de la reforma constitucional en España. Tras constatar la imperiosa necesidad de dicha reforma, se realizaron diversas reflexiones y se expusieron y debatieron diferentes propuestas, alguna de ellas incluso articuladas, y se ofrecieron diversas soluciones a todos aquellos problemas candentes en torno a ésta reforma constitucional. Las propuestas han sido realizadas con un carácter teórico pero nunca han perdido de vista su posible materialización futura, teniendo en cuenta que el consenso político nunca puede convertirse en un canon de constitucionalidad.

Un texto constitucional como el nuestro, con numerosos años de vigencia y escasas modificaciones, supone el reconocimiento de una figura jurídica trascendental para la estructuración del Estado constitucional y de Derecho en nuestro ordenamiento que, en una situación convulsa jurídica, social y política, merece una reflexión en profundidad. Esta obra que nace de la idea de la participación de una serie de constitucionalistas que, desde Cataluña, en colaboración y diálogo con otros constitucionalistas del resto de España, aborda un análisis sistemático sobre la evolución de las diferentes instituciones e institutos constitucionales, determinando sus aciertos y deficiencias y estableciendo las perspectivas sobre las que abordar una posible reforma constitucional. Como se trata de una situación en la cual se exponen diversas perspectivas sobre la reforma de la Constitución y estas pueden ser opuestas entre sí, resulta importante poner en juego el principio de cooperación entre los diversos actores intervinientes para llegar a un resultado positivo. No es necesario añadir que la presente época, de nuestra realidad presente, se caracteriza por una falta de comunicación, de diálogo, pero sobre todo de argumentos, entre las diversas fuerzas políticas y sociales sobre los cambios y perspectivas de futuro de la Constitución. El concepto de comunicación dialógica que se ha pretendido en esta obra no es nuevo, pero se basa en dos elementos importantes para la democracia: el diálogo y el razonamiento, para contraponer y analizar conceptos, concepciones, instituciones e institutos que se encuentran notablemente abiertos a la ambigüedad, con sus debilidades y sus fortalezas; en otras palabras, es la consecuencia de un diálogo en el que diferentes personas dan argumentos basados en pretensiones de validez y no de poder, tal como plantea J. Habermas en su teoría de la acción comunicativa.

This is the first full-length study in English of the role of Marxist theory in the Spanish Socialist movement prior to the outbreak of Civil War in 1936. In particular, the author stresses the intellectual poverty of this aspect of leftwing politics in Spain. In concentrating on the Partido Socialista Obrero Espafiol (PSOE), the major organised party of the left prior to the Civil War, the study seeks to achieve two main aims: first, to attempt to isolate the political, social and intellectual factors which led to a particularly distorted version of Marxism which became established in Spain at the end of the nineteenth century; and second, to demonstrate how this particular conception of Marxism had a crucial negative impact on the political formulations and fortunes of the PSOE between 1879 and 1936. The central argument of the book is that the significance of Spanish Marxism lay precisely in its poverty, since it was this 'decaffeinated' version of the theory which set the parameters within which the PSOE formulated its strategy for socialism.
