Under what conditions do media systems succeed or fail to meet these objectives? And what strategic reforms would close the gap between the democratic promise and performance of media systems? Working within the notion of the democratic public sphere, 'Public Sentinel: News Media and Governance Reform' emphasizes the institutional or collective roles of the news media as watchdogs over the powerful, as agenda setters calling attention to social needs in natural and human-caused disasters and humanitarian crises, and as gatekeepers incorporating a diverse and balanced range of political perspectives and social actors. Each is vital to making democratic governance work in an effective, transparent, inclusive, and accountable manner. The capacity of media systems and thus individual reporters embedded within those institutions to fulfill these roles is constrained by the broader context of the journalistic profession, the market, and ultimately the state. Successive chapters apply these arguments to countries and regions worldwide. On 11 September 1973, the Chilean Chief of the Armed Forces Augusto Pinochet overthrew the Popular Unity government of Salvador Allende and installed a military dictatorship. Yet this is a book not of parties or ideologies but public history. It focuses on the memorials and memorialisers at seven sites of torture, extermination, and disappearance in Santiago, engaging with worldwide debates about why and how deeds of violence inflicted by the state on its own citizens should be remembered, and by whom. The sites investigated -- including the infamous National Stadium -- are among the most iconic of more than 1,000 such sites throughout the country. The study grants a glimpse of the depth of feeling that survivors and the families of the detained-disappeared and the politically executed bring to each of the sites. Despite more than half a century of psychological research on creativity we are still far from a clear understanding of the creative process, its antecedents and consequences and, most of all, the ways in which we can effectively support creativity. Annotation Argentina has reformed its public finance system and reversed years of economic decline and deficit spending. This study recommends policy options to speed the already impressive progress. These options would expand the ambitious reform program already under way. This study shows how to sustain balanced public finances over the medium term. It describes ways to sustain price stability and economic growth while providing a cushion against unexpected downturns. Also examined are ways to improve social services while reducing the size of government. Researchers discuss key reforms that could boost the fiscal surplus by as much as 1.4 percent of gross domestic product. They look at ways to build tax revenues, reduce provincial finances, and make social security more equitable. They review methods to cut defense spending and revive a moribund education system. Additional policy options offered are reforms for housing and welfare programs and pension fund investments. The study suggests ways to improve the legal framework for a stronger central bank. Also reviewed are ways to eliminate unnecessary administrative agencies and to privatize public enterprises. The government's new health insurance program is examined. An investigation of the aesthetics and politics of new visual media under twenty-first-century capitalism, from console games to virtual reality to video installation art. In Biopolitical Screens, Pasi Väliaho charts and conceptualizes the imagery that composes our affective and conceptual reality under twenty-first-century capitalism. Väliaho investigates the role screen media play in the networks that today harness human minds and bodies—the ways that images animated on console game platforms, virtual reality technologies, and computer screens capture human potential by plugging it into arrangements of finance, war, and the consumption of entertainment. Drawing on current neuroscience and political and economic thought, Väliaho argues that these images work to shape the atomistic individuals who populate the neoliberal world of accumulation and war. Väliaho bases his argument on a broad notion of the image as something both visible and sayable, detectable in various screen platforms but also in scientific perception and theoretical ideas. After laying out the conceptual foundations of the book, Väliaho offers focused and detailed investigations of the current visual economy. He considers the imagery of first-person shooter video games as tools of “neuropower”; explores the design and construction of virtual reality technologies to treat post-traumatic stress disorder in veterans of Iraq and Afghanistan; and examines three instances of video installation art that have the power to disrupt the dominant regime of sensibility rather than reinforce it.
