Analyzes the issues affecting income security for the elderly in both developing and industrial nations. Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Social protection systems and labour markets have undergone major changes in the past two decades. Welfare states are being reformed, scaled back and modernised; labour markets, at the same time, are more precarious, more feminised, more unequal, and throughout the OECD area, older. The interaction between labour markets and social protection has become increasingly crucial to the social and economic policy mix concerning unemployment, the transformation of work, the new poverty, and even demographics. Against this background, an interdisciplinary team of leading labour market and social protection experts from various OECD countries examine the multifaceted aspects of the changing relationship between social protection systems and labour markets. They identify and analyse key emerging issues, such as the link between employment and social protection financing, the adaptation of social protection systems to women's career patterns, and the development of new forms of social protection that aim at promoting employment. With practical policy guides and recommendations using case studies and comparative chapters, this will be engaging reading for policy-makers, social actors and academics alike.

Selling Welfare Reform written by Frank Ridzi and has been published by NYU Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-05-01 with Political Science categories.

The 1996 Welfare Reform Act promised to end welfare as we knew it. In Selling Welfare Reform, Frank Ridzi uses rich ethnographic detail to examine how new welfare-to-work policies, time limits, and citizenship documentation radically changed welfare, revealing what really goes on at the front lines of the reformed welfare system. Selling Welfare Reform chronicles how entrepreneurial efforts ranging from front-line caseworkers to high-level administrators set the pace for restructuring a resistant bureaucracy. At the heart of this remarkable institutional transformation is a market-centered approach to human services that re-framed the definition of success to include diversion from the present system, de-emphasis of legal protections and behavioral conditioning of poor parents to accommodate employers. Ridzi draws a compelling portrait of how welfare staff and their clients negotiate the complexities of the low wage labor market in an age of global competition, exposing the realities of how the new "common sense" of poverty is affecting the lives of poor and vulnerable Americans.

After sweeping all before it in the 1980s, 'Japanese management' ran into trouble in the 1990s, especially in the high-tech industries, prompting many to declare it had outlived its usefulness. From the late 1990s leading companies embarked on wide-ranging reforms designed to restore their entrepreneurial vigour. For some, this spelled the end of Japanese management; for others, little had changed. From the perspective of the community firm, Inagami and Whittaker examine changes to employment practices, corporate governance and management priorities, in this 2005 book, drawing on a rich combination of survey data and an in-depth study of Hitachi, Japan's leading general electric company and enterprise group. They find change and continuity, the emergence of a 'reformed model', but not the demise of the community firm. The model addresses both economic vitality and social fairness, within limits. This book offers unique insights into changes in Japanese management, corporations and society.
