The Great Reversal is the first critical study of the widely heralded reforms currently transforming China's economy. From his long experience in Chinese agriculture, Hinton first examines the course of agricultural reform over the past decade, then looks at its consequences in different areas of the countryside and considers its implications for the country as a whole. He raises troubling questions about China's capitalist future-the growing landlessness, increasing inequality, and above all, the destruction of the nation's natural resources and the collectively built infrastructure that was the great achievement of the revolution. In so doing he sheds new light on the sources of discontent behind the demonstrations that culminated in the Tiananmen massacre of June 1989. Recognized inside and outside China as an expert on the country's agriculture, Hinton spent five or six months there every year but one since 1978, when the wave of reform was first introduced. He witnessed the events of June 1989 first hand. This experience gives authority to an analysis that digs deeper and more widely than anything else available. His essays open up a new perspective on Mao and his successors, one that has been totally obscured by the Western media.

While there is a large literature on the political economy of reforms, surprisingly little is known about reform reversal. Based on an investigation of reform reversals in former transition countries, this column argues that once reforms are introduced, self-enforcing social norms and social learning should catch up with the new reality to create domestic anchors. Social norms have not always been strong enough to outweigh the opportunistic behavior of politicians seeking short-term windfall gains. External anchors, while helping to protect reforms, cannot replace domestic ones.

This paper presents a simultaneous assessment of the relationship between economic performance and three groups of economic reforms: domestic finance, trade, and the capital account. Among these, domestic financial reforms, and trade reforms, are robustly associated with economic growth, but only in middle-income countries. In contrast, we do not find any systematic positive relationship between capital account liberalization and economic growth. Moreover, the effect of domestic financial reforms on economic growth in middle-income countries is explained by improvements in measured aggregate TFP growth, not by higher aggregate investment. We present evidence that variation in the quality of property rights helps explain the heterogeneity of the effectiveness of financial and trade reforms in developing countries. The evidence suggests that sufficiently developed property rights are a precondition for reaping the benefits of economic reform. Our results are robust to endogeneity bias and a number of alternative specifications.

The rapid journey from central planning to EU (euro area) membership stress-tested the social learning processes of the Former Transition Economies (FTEs). The desire for a higher standard of living, to be anchored to the West, and to enter the EU, spurred major reform waves and led to the very rapid introduction of best-practice institutions. Although social learning accompanied this process, in many FTEs it was not fast enough to keep pace with the rapid reforms, leaving best-practice institutions with social norms that were not sufficiently strong to maintain them. As a result, wide-spread reform reversals emerged in the region. Such reform reversals appeared as formal reversals, which changed legislation (or formal rules), and behavioral reversals, which eroded the quality of an institution by materially changing the way it worked. It was frequently the interaction of reversals in different sectors that created a full-blown reform reversal episode, with the financial sector particularly prone to behavioral reversals, both in public and private institutions. External anchors such as the Washington institutions played a dominant role in shaping the transition process. Along with the EU accession process, the EU acted as a strong anchor that could prevent or reverse formal reform reversals in areas covered by EU law, but could play a much weaker role in the case of behavioral reversals. Our analysis naturally leads to the conclusion that the ultimate solution to prevent reform reversals is to accelerate social learning processes that strengthen the national ownership of reforms. It is also important to focus on the quality and internal coherence of reforms and newly created institutions.
