This book aims to gain a better grasp of how education, both inside and outside school, is shaped by our understanding of time. Over the last decennia, both education and policymaking have undergone radical changes, transcending them far beyond the historical limits of the modern nation-state where their contemporary shape originated. The often-discussed shift from government to governance in education policy, together with the crystallization of newly emerging spaces of transnational education, are illustrative in this respect. The national grammar of schooling is set out to arrange time in class hours, schooldays and yearly cohorts. Its curricula establish what the past should teach to future generations. But when education shifts perspectives towards transnational, European or even global levels, this past increasingly seems to lose relevance when understood as continuity and as tradition. Instead, in education as in policymaking, the discontinuity expected to result from a future deemed open and undetermined becomes an endless resource for the development of new political and educational (re)forms. How are contemporary education and education policy creating and reacting to particular forms of presents, pasts or futures? How do specific forms of education (such as lifelong learning) relate to our shifting understandings of time? How are progress, acceleration and time related in educational reform processes? Through showing the contingency of time-making in educational practices, the contributions to this book seek to answer these questions and thus open avenues to think education and time anew. The chapters in this book were originally published as a special issue of the journal Educational Philosophy and Theory.

"The categories commonly mobilized to think about education have long been associated with the notion of the nation state, and functioned as obstacles, rather than resources, for our understanding of how globalization plays out in this particular field. In the last two decades, both social theory and comparative politics have attempted to overcome these limitations in their own way. Social theory increasingly acknowledged education as a global phenomenon. Theories have been developed to describe a global society evolving across borders. They show how, through processes that remain debated (cultural isomorphism, capitalism, functional differentiation), a number of structural and semantic evolutions have spread across education systems. Part I of this Handbook is dedicated to presenting, discussing, and comparing three such theories of globalization and their implications for our understanding of education and education policy. Bei der Frage der Reformierung des Übergangssystems können wir auf eine über drei Jahrzehnte dauernde Geschichte zurückblicken. Als temporäres Unterstützungsangebot gedacht, zeugen Begriffe wie „Maßnahmedschungel“ und „Warteschleife“ von einer Ernüchterung hinsichtlich der Realisierung von Reformansprüchen beim Übergang von der Schule in die Ausbildung. Dennoch ist der Reformeifer nach wie vor ungebrochen. Die Vielzahl an Programmen und Initiativen signalisieren nicht nur ein wachsendes Problembewusstsein, sondern auch, dass nicht zuletzt durch die Reformen der Reformbedarf steigt. Aus der Organisationsforschung ist bekannt, dass ein wesentliches Resultat von Reformen die Erzeugung eines Bedarfs für weitere Reformen ist, was dazu führt, dass bisherige Reformen als unbefriedigend wahrgenommen werden und gleichzeitig die Ansprüche an zukünftige Reformen wachsen. Nach dem Planungs- und Steuerungsoptimismus der 1980er Jahre lässt sich gegenwärtig eine neue Qualität in der Diskussion um das Übergangssystem zu verzeichnen. Die vielfach empirisch belegte Kritik am Übergangssystem – Unübersichtlichkeit, mangelnde Effizienz, zu hohe Kosten, Stigmatisierung von ausbildungsplatzlosen Jugendlichen – wird selbst zum Gegenstand der Reformen. Die vorliegenden Beiträge in diesem Band greifen die Ernüchterung bei der Bewältigung der Übergangsproblematik auf und diskutieren weiterführende theoretische und empirische Ansätze.
