This book by Alan Woods is a polemic against a well-known (in Latin American terms) intellectual Heinz Dieterich. Dieterich claims to have invented a new "Socialism of the 21st Century" and much else into the bargain. He offers a great deal of advice to those involved in the Venezuelan Revolution dressed up in all manner of revolutionary rhetoric. However, when you clear away all the verbiage that surrounds his "new" socialist philosophy, there remains nothing new at all, simply a rehash of stale petty-bourgeois ideas of the past. The author of "Reformism or Revolution" seeks to answer Dieterich's extravagant claims and in doing so defends the real ideas of Marxism on a whole host of questions and in particular the way forward for the Venezuelan and world revolution.

At first view the title of this work may be found surprising. Can the Social-Democracy be against reforms? Can we contra pose the social revolution, the transformation of the existing order, our final goal, to social reforms? Certainly not. The daily struggle for reforms, for the amelioration of the condition of the workers within the framework of the existing social order, and for democratic institutions, offers to the Social-Democracy an indissoluble tie. The struggle for reforms is its means; the social revolution, its aim. It is in Eduard Bernstein's theory, presented in his articles on Problems of Socialism, Neue Zeit of 1897-98, and in his book Die Voraussetzungen des Socialismus und die Aufgaben der Sozialdemokratie[1] that we find, for the first time, the opposition of the two factors of the labour movement. His theory tends to counsel us to renounce the social transformation, the final goal of Social-Democracy and, inversely, to make of social reforms, the means of the class struggle, its aim. Bernstein himself has very clearly and characteristically formulated this viewpoint when he wrote: "The Final goal, no matter what it is, is nothing; the movement is everything." But since the final goal of socialism constitutes the only decisive factor distinguishing the Social-Democratic movement from bourgeois democracy and from bourgeois radicalism, the only factor transforming the entire labour movement from a vain effort to repair the capitalist order into a class struggle against this order, for the suppression of this order - the question: "Reform or Revolution?" as it is posed by Bernstein, equals for the Social-Democracy the question: "To be or not to be?" In the controversy with Bernstein and his followers, everybody in the Party ought to understand clearly it is not a question of this or that method of struggle, or the use of this or that set of tactics, but of the very existence of the Social-Democratic movement.

Our economies face constant challenges from many different directions. Structural reforms are implemented every day, either to grasp the benefits of globalization and technological change, or to avoid foundering on unaffordable welfare systems or the rise of new economies. Despite this flurry of reforms, many of their effects are insufficiently understood. What makes reforms a success or a failure? Why do we witness systematically ambivalent attitudes to reforms? Can governments implement reforms differently, without inflicting prejudice to large fringes of the population? This book explores these issues by comparing a number of reforms, across a large set of countries and sectors. First, through an innovative multisectorial input-output analysis, the authors compare the effects of liberalisation reforms in the telecommunication and electricity sectors across Europe. Surprisingly, they find that very similar and well-intended reforms can generate highly contrasted outcomes. It is also shown that governments must consider the effects of each reform on all sectors of the economy. Second, the authors explore how governments can tailor their reform strategy to alter the redistributive effects of reforms. They show that the government's approach to reforms has been very different across time and across countries. A government's approach depends on local institutions, on the nature of the opposition, and on the scope of the reform under way. The authors, however, show that governments do have alternatives. Often, there are ways to tailor reforms so as to protect specific parts of the population; and there are ways to experiment gradually, to avoid costly policy mistakes.
