Presiden RI Joko Widodo dalam pidato kemenanganya menyatakan bahwa fokus pemerintah adalah pertumbuhan ekonomi dengan pembangunan infrastruktur dan peningkatan investasi. Lebih lanjut menurut Presiden, terdapat 5 (lima) hambatan investasi di indonesia selama ini yaitu masalah regulasi yang tidak tumpang tindih dan tidak jelas, masalah perpajakan, masalah perizinan, masalah ketersediaan lahan, dan masalah ketenagakerjaan. Untuk menghilangkan hambatan tersebut, pemerintah membuat kebijakan Omnibus Law atau penyederhanaan dan penggabungan beberapa peraturan sekaligus. Kebijakan ini bertujuan untuk mendorong investasi dengan memangkas peraturan-peraturan dan birokrasi yang dinilai tidak efektif, tidak efisien dan high cost. Adapun kebijakan omnibus law terdiri dari dua isu utama yaitu omnibus law cipta lapangan kerja dan omnibus law perpajakan. Menurut pemerintah Setidaknya ada 3 (tiga) manfaat dari penerapan Omnibus Law. Pertama, menghilangkan tumpang tindih antar peraturan perundang-undangan. Kedua, efisiensi proses perubahan/pencabutan peraturan perundang-undangan. Ketiga, menghilangkan ego sektoral yang terkandung dalam berbagai peraturan perundang-undangan. Dalam Undang Undang omnibus law cipta lapangan kerja terdapat 11 klaster kebijakan, yaitu: 1) Penyederhanaan Perizinan, 2) Persyaratan Investasi, 3) Ketenagakerjaan, 4) Kemudahan, Pemberdayaan, dan Perlindungan UMK-M, 5) Kemudahan Berusaha, 6) Dukungan Riset dan Inovasi, 7) Administrasi Pemerintahan, 8) Pengenaan Sanksi, 9) Pengadaan Lahan, 10) Investasi dan Proyek Pemerintah, dan 11) Kawasan Ekonomi. Omnibus Law Cipta Lapangan Kerja (OLCLK) yang dirancang oleh pemerintah menimbulkan polemik di masyarakat. Sebagian kalangan menilai bahwa omnibus law tersebut adalah misi ambisius pemerintah untuk meningkatkan investasi negara dengan menguntungkan pihak pengusaha besar tanpa memperhatikan aspek lingkungan, keberlanjutan dan sosial lainnya. Adanya omnibus law tersebut dinilai bertentangan dengan berbagai kebijakan dan aturan diantaranya aturan tentang ketenagakerjaan, aturan tentang reforma agraria khususnya tentang tata guna tanah, ketentuan perizinan, dan sebagainya. Belum tuntasnya pembahasan tentang omnibus law tersebut diperparah dengan kondisi dunia yang semakin tidak menentu hari ini akibat pandemi covid-19. Pandemi telah merubah tananan seluruh manusia, termasuk juga negara-pemerintah yang hari ini disibukkan dengan kebijakan untuk mengatasi pandemi. Kebijakan Omnibus law saat ini juga dipaksa untuk menyesuaikan dengan era baru pandemi yang disebut new normal.

Half of Indonesia’s massive population still lives on farms, and for these tens of millions of people the revolutionary promise of land reform remains largely unfulfilled. The Basic Agrarian Law, enacted in the wake of the Indonesian revolution, was supposed to provide access to land and equitable returns for peasant farmers. But fifty years later, the law’s objectives of social justice have not been achieved. Land for the People provides a comprehensive look at land conflict and agrarian reform throughout Indonesia’s recent history, from the roots of land conflicts in the prerevolutionary period and the Sukarno and Suharto regimes, to the present day, in which democratization is creating new contexts for people’s claims to the land. Drawing on studies from across Indonesia’s diverse landscape, the contributors examine some of the most significant issues and events affecting land rights, including shifts in policy from the early postrevolutionary period to the New Order; the Land Administration Project that formed the core of land policy during the late New Order period; a long-running and representative dispute over a golf course in West Java that pitted numerous local farmers against the government and local elites; Suharto’s notorious “million hectare” project that resulted in loss of access to land and resources for numerous indigenous farmers in Kalimantan; and the struggle by Bandung’s urban poor to be treated equitably in the context of commercial land development. Together, these essays provide a critical resource for understanding one of Indonesia’s most pressing and most influential issues. Surveying and mapping has recently undergone a transition: from discipline-oriented technologies, such as geodesy, surveying, photogrammetry and cartography, to the methodology-oriented integrated discipline of geoinformatics based on GPS positioning, remote sensing, digital photography and GIS for data manipulation and data output. This book presents the required basic background for remote sensing, digital photogrammetry and GIS in the new geoinformatics concept in which the different methodologies must be combined. For remote sensing, the basic fundamentals are the properties of electromagnetic radiation and their interaction with matter. This radiation is received by sensors and platforms in analogue or digital form, and is subject to image processing. In photogrammetry, the stereo-concept is used for the location of information in 3D. With the advent of high-resolution satellite systems in stereo, the theory of analytical photogrammetry restituting 2-D image information into 3D is of increasing importance, merging the remote sensing approach with that of photogrammetry. The result of the restitution is a direct input into geographical information systems in vector or in raster form. The fundamentals of these are described in detail, with an emphasis on global, regional and local applications. For data integration, a short introduction into the GPS Satellite positioning system is added. This textbook will appeal to a wide range of readers, from advanced undergraduates to all professionals in the growing field of geoinformation.
