Though the presidential election of 2012 is still some time away, national politics have been in the thick of one for several months now. One of the top issues being debated is the tax code. Most agree that the tax code should be simplified, but to say that the proposals to do this are various is an understatement. This perennial question of reform has been a fixture of the national debate for a long time, so little of what can be said about it is particularly novel. All the same, a brief overview of the purposes behind our system of taxation and how they inform the present debate about tax reform is useful. The ultimate conclusion, unsatisfying as it may be, is that there are serious systemic obstacles to any substantive changes to the tax code.

The complexity of people's efforts to tax themselves has bedeviled minds for generations. Taxation has developed to raise revenue so that our governments' can function. Throughout time, it has come to be an expedient way to pursue other policies as well. Yet, using the tax code to pursue other policies has complicated the code itself excessively. In this paper, we will examine ongoing efforts to simplify the tax code, explore countervailing policy interests such as fairness and generating wealth, and consider whether the simultaneous drives to be simple, be fair and be affluent can all converge as we gain a greater understanding of taxpayer behavior. Next, we will explore the possibility of this convergence between simplicity, fairness and the drive to generate wealth in greater detail under one provision of the corporate tax code, expensing, whereby corporations potentially reduce their tax liability by investing in their own growth.

Starting in the early 1990s, the Baltics, Russia, and other (BRO) countries of the former Soviet Union initiated tax reforms that varied widely at the later stages. Recently, some of the BRO countries, basing decisions on the proposition that lowering of the top marginal income tax rate would significantly benefit economic development and increase tax compliance, have initiated a new stage of tax reforms. This paper reviews country experiences and suggests that (i) overall, there seems to be little evidence of a substantial improvement in income tax revenues resulting simply from a reduction in the top marginal tax rates, and (ii) in the BRO countries, the elasticity of the behavior of economic agents, in terms of labor supply, saving, and investment, with respect to income tax rates is not large, and a reduction of the existing income tax rates is unlikely to lead to a notable expansion of economic activity.
