During the past 10 years following the 2004 Indian Ocean Tsunami, invaluable lessons have been learned and great changes have been observed. Immediately after the disaster, the second World Conference on Disaster Reduction was held in Kobe, Japan, and formulated the Hyogo Framework for Action (HFA: 2005–2015). HFA provided a platform and framework for changes and innovations, many of which were part of the recovery programs in the different countries affected by the 2004 disaster. This book is a modest attempt to review the lessons learned through the recovery process in the affected region. The book has 31 chapters, drawing lessons from four countries: India, Indonesia, Sri Lanka, and Thailand. There are five sections: Overview (10 chapters), Indonesia (8 chapters), India (6 chapters), Sri Lanka (5 chapters), and Thailand (2 chapters). The primary target groups for this book are students and researchers in the fields of disaster risk reduction, environment, and development. The book provides them with a good idea of the current research trends and lessons over the past decade of recovery initiatives. Another target group comprises practitioners and policy makers, who will be able to apply the knowledge collected here to establishing policy and making decisions.

December 2004, a tsunami swept over the coasts of Indonesia, Sri Lanka, India, Thailand, and other South Asian countries, leaving hundreds of thousands dead and many more without the resources to rebuild their lives. The Indian Ocean Tsunami: The Global Response to a Natural Disaster is the first comprehensive assessment of the environmental, social, and economic costs of this tragedy. Soon after the tsunami, an international team of geographers, geologists, anthropologists, and political scientists traveled to the most damaged areas to observe and document the tsunami's impact. The Indian Ocean Tsunami draws on data collected by this team. Editors Pradyumna P. Karan and Shanmugam P. Subbiah, along with contributors from multiple disciplines, examine numerous issues that arose in the aftermath of the tsunami, such as inequities in response efforts, unequal distribution of disaster relief aid, and relocation and housing problems. This book aims to present an alternative view of humanitarian action. It adds to current conversations and dilemmas within the humanitarian sphere by departing from traditional views that consider humanitarian interventions as a concrete human activity aimed at providing relief to disaster victims. Much differently, it invokes the idea that humanitarian action is also a cognitive process. In this process, both humanitarians and disaster survivors alike, unknowingly, apply historically, societally, and culturally defined symbolic constructions to make sense of post-disaster information and to make decisions. In the specific case of humanitarian workers, these symbolic constructions influence how they understand their post-disaster reality, including how they relate to those they consider to be in pain or distress. This way of looking at humanitarian action builds upon a robust theoretical framework called Institutional Logics, which helps us identify and interpret how individuals make sense of their reality. So it brings the complex world of the individual into a discussion that generally considers the organization as the unit of analysis. Studying humanitarian action through this alternative lens makes it easy to see that objective and verifiable post-disaster information is a necessary but not a sufficient condition to design humanitarian interventions, let alone assess their value and benefits. A Symbolic Approach to Humanitarian Action: It Takes One to Know One aims to bridge the gap between research and practice in humanitarian action by translating academic knowledge into an accessible format that can be used by practitioners to improve their work on the ground.

This edited volume explores stability, security, transition and reconstruction operations (SSTR), highlighting the challenges and opportunities they create for the US Navy. The book argues that SSTR operations are challenging because they create new missions and basing modes, and signal a return to traditional naval methods of operation. Mission accomplishment requires collaboration with a wide range of actors representing governmental, non-governmental and commercial organizations, which often creates politically and bureaucratically charged issues for those involved. However, although from a traditional warfighting perspective, stability operations might be viewed as having little to do with preparing for high-intensity conventional combat, these kinds of operations in fact correspond to traditional missions related to diplomacy, engagement, maritime domain awareness, piracy and smuggling, and intervention to quell civil disturbances. SSTR operations can be therefore depicted as a return to traditional naval operations, albeit operations that might not be universally welcomed in all quarters.
