Gegenwärtig sind über 200 regionale Integrationsabkommen bei der WTO angemeldet."1 Der Bedeutungsgewinn regionaler Abkommen wird von Kritikern als Abkehr von der multilateralen Handelsordnung gesehen. Befürworter eines Regionalismus dagegen sehen die Möglichkeit durch regionale Integration die Liberalisierung des Welthandels in der Breite voranzutreiben. Beide Positionen näher zu beleuchten und Argumente für die weltwirtschaftliche und die regionale Integration zusammentragen ist Bestandteil dieser Hausarbeit. Im Mittelpunkt meiner Betrachtungen wird dabei die Frage nach der Vereinbarkeit von regionaler und weltwirtschaftlicher Integration stehen. Ich möchte insbesondere die Frage beantworten, inwieweit beide Strategien sich ergänzen bzw. miteinander konkurrieren. Grundlage meiner Arbeit bilden Aufsätze in verschiedenen Fachzeitschriften sowie Ausführungen in ausgewählten Büchern. Im ersten Teil der Arbeit lege ich durch Begriffsbestimmungen und das Aufzeigen von Zusammenhängen die Grundlage für die folgenden Kapitel. Im zweiten Teil zeige ich Gründe für die Popularität regionaler Integration auf, gehe aber auch auf Schwierigkeiten und Probleme des Regionalismus ein. Ich wähle dabei diesen Schwerpunkt bewusst und werde nicht ausführlich auf die weltwirtschaftliche Integration eingehen, um den Regionalismus im Rahmen dieses begrenzten Hausarbeit in einer größeren Tiefe behandeln zu können. The accession of the People's Republic of China to the World Trade Organization (WTO) in 2001 significantly transformed the global economy both de facto and de jure. At the regional level, China's WTO accession served as an important catalyst for the establishment of Regional Trade Agreements (RTAs) in East Asia. This was a novel development for the region, since East Asian States had previously followed a largely informal, market-driven approach to regional economic integration. By contrast, rules-based economic integration involving East Asian States was traditionally limited to multilateral integration under the GATT/WTO framework. This book systematically analyses and explains the development, nature and challenges of rules-based regional economic integration in East Asia with particular attention to the region's first four RTAs. While also addressing the socio-economic, historical and political factors influencing the development of RTAs in East Asia, the book focuses on the legal institutions governing economic integration in the Association of Southeast Asian Nations (ASEAN), as well as under the ASEAN–China Comprehensive Economic Co-Operation Agreement (ACFTA), the Japan–Singapore New Age Economic Partnership Agreement (JSEPA), and the Mainland China–Hong Kong Closer Economic Partnership Arrangement (CEPA). The book provides a systematic, comparative account of the scope, depth and (hard law versus soft law) quality of rules-based economic integration achieved under these four RTAs in the areas of trade in goods and services, investment liberalisation and protection, labour mobility, and dispute settlement.

Since the Treaty establishing the Economic Community of West African States (ECOWAS) was signed in 1975, several protocole have been adopted providing the legal and institutional framework for implementing the integration of the West African sub-region. Ail social and political stakeholders agree that regional integration is a major challenge for development in West Africa. Yet the regional integration process has been affected by many delays, even failures. Member states have pursued a seemingly contradictory dual objective: build a Nation-state within colonial Borders and achieve regional integration to fight against under-development. Can national planning priorities be reconciled with the demands and objectives of regional integration processes in West Africa ? Since 2005, under the auspices of the Management of Social Transformations (MOST) Programme initiative, the Social and Human Sciences Sector of UNESCO has organized a series of national seminars on West African regional integration in the ECOWAS region. Four seminars have so far been organized in Senegal, Mali, Benin and Ghana. This anthology publishes papers presented at Ghana's national seminar on "Nation-states and the Challenge of Regional Integration in West Africa: the Case of Ghana", held in Accra from 8 to 9 November 2005. The contributors suggest that Ghana's reluctance to relinquish its sovereignty stemmed from a lack of commitment in the first 20 years of ECOWAS' existence and preoccupation with its own security and survival against internai and externat threats. The state has currently demonstrated renewed commit-ment by establishing a Ministry of Regional Cooperation and the New Agenda for Africa's Development (NEPAD) to coordinate and manage the sub-regional integration programme. In spite of positive developments, results have been disappointing. The new ministry remains isolated and is constrained by limited resources in finance and manpower. Its approach to integration issues has been elitist and technocratic, concentrating on format trade and ignoring the importance of the informai trade that has been the traditional means of popular participation in the integration of West African economies. Borderland communities with economic and social ties continue to engage in exchanges across political boundaries in defiance of national and state security concerns. Empowerment of Ghanaians involved in small-scale, informa] cross-border trade (in majority, women) "would not only increase the levels of social and economic integration, but would make the benefits of integration available to large sections of the population".
