Raumplanung ist im Wesentlichen Koordination von Raumnutzungen. Dabei geht es um Abwägen und Konfliktregelung, aber auch um zukunftsbezogenen Steuerung. In der Praxis kann Koordination aber auch bedeuten: imperative Interessendurchsetzung, kooperatives Problemlösen, technisches Abstimmen über formale Prüfverfahren. Praktisches Koordinieren ist jedoch schwierig: Nicht nur sind Machtstrukturen/Machtungleichheiten zu berücksichtigen, sondern Abwägen bedeutet i.d.R.: ,Äpfel' mit ,Birnen' zu vergleichen. Koordinationsprozesse werden zudem vorschnell als Verteilungskonflikte des ,Nullsummen-Typs' wahrgenommen und gespielt. Raumplaner haben es dabei nicht leicht: Sie müssen ein Kollektivgut erstellen (,optimierte Raumnutzung'), das politische jedoch wenig Unterstützung findet. Untersucht wird die Praxis der Koordination an den Fallbeispielen Planerstellung, Integration des Landschaftsrahmenplanens in den Regionalplan und Raumordnungsverfahren (als klassisches Abwägungsverfahren im Plan-Vollzug) in den Ländern Mecklenburg-Vorpommern, Niedersachsen, Sachsen-Anhalt und Schleswig-Holstein.

English summary: In order to achieve the so-called energy turnaround and to further expand the transmission grid, the German legislator passed the Grid Expansion Acceleration Act (NABEG) in 2011. With the NABEG, an entirely new procedure of federal specialist planning (Bundesfachplanung), which is to be administered by a federal agency, was introduced. One of the most controversial questions raised and discussed with regard to this planning instrument concerns its relationship to the established spatial planning competence of the federal states (Landesplanung). This interrelation is analyzed in the present thesis. German description: Mit der Energiewende hat die Bundesregierung eines der grossten und umstrittensten Projekte der vergangenen Jahrzehnte angestossen. Um den dafur notwendigen schnellen Ausbau der Ubertragungsinfrastruktur umzusetzen, wurde 2011 das Netzausbaubeschleunigungsgesetz (NABEG) erlassen und mit der Bundesfachplanung ein neues Verfahren fur die Planung von Trassenkorridoren fur besonders wichtige Hochstspannungsleitungen eingefuhrt. Allerdings ist vor allem das Verhaltnis dieses neuen Instruments in der Verantwortung des Bundes zur etablierten Landesplanung klarungsbedurftig. Daher beschaftigt sich Annegret Eding insbesondere mit der Frage, in welchem Ausmass die Landesraumordnung Einfluss auf die Bundesfachplanung nehmen kann. Ausserdem untersucht sie, welche Relevanz die bundesfachplanerisch bestimmten Trassenkorridore fur die Landesplanung entfalten. Daruber hinaus nimmt die Autorin Stellung zur umstrittenen Einordnung der Bundesfachplanung in das bestehende Raumplanun gssystem.

Regional mortality differences are one dimension of health inequalities, but its trends and determinants in Germany are widely unknown. This book examines and illustrates patterns of regional mortality in Germany—with focus on small-area differentials—and their changes over time. It identifies explanatory factors at individual and regional level. Mortality differences between eastern and western Germany exist, but small-area mortality differentials are often greater. Though the main spatial mortality patterns remain, this study provides evidence that some distinct changes in the small-area mortality patterns in Germany—especially among women—occurred within a short period of time. Mortality inequalities at younger ages and in behavior-related causes as well as differences in socioeconomic conditions contribute strongly to regional mortality differences in Germany. The book shows that the complex interplay between individual- and regional-level mortality risk factors requires a multidimensional approach to reduce regional mortality inequalities.
