Policymakers saw European Community membership as a way for Spain to secure democracy and promote economic development throughout the country. Nevertheless, regional economic disparities still persist in Spain almost twenty years after it entered the Community, despite significant European allocation of funds to remedy underdevelopment. How did the policies of the European Union impact Spain? What lessons can new EU members learn from Spain's experience within the European Union? Using rich empirical evidence and an innovative comparative analysis, this book examines the regional experiences of Galicia and the Valencian Community in Spain. The political dynamics and persistence of clientelism, which affect policymaking and policy implementation within each region, are particularly considered. These cases provide new insight to explain why regional economic differences persist in Spain despite efforts to alleviate them. Historically grounded and detailed, this study analyzes the process of accession and the ignored long-term ramifications of accession negotiations and treaties, it focuses on the often-overlooked contradiction between European regulations and regional development policies, and questions whether EU membership has been as beneficial as policymakers thought it would be.

Bridging foreign policy analysis and international political economy, this volume offers a new look at the problem of agency in comparative regional integration studies. It examines evolving regional integration projects in the Eurasian space, defined as the former Soviet Union countries and China, and the impact that Russian foreign policy has had on integration in the region. Mikhail Molchanov argues that new regionalism in Eurasia should be seen as a reactive response to contemporary challenges that these developing states face in the era of globalization. In this volume, David B. Audretsch and Charles F. Bonser present a view of Globalization and Regionalization that holds that the interaction between a more open trading system and the new telecommunications and computer technology has substantially increased productivity and facilitated the fragmentation of the production process. The fragmentation of the production process has resulted in a new international organization of production. It has accelerated the globalization of national economies and has allowed firms to take advantage of low wages, wherever they are to be found, and, where important, to locate production facilities close to their customers. This expansion in international trade and production mobility has resulted in new sources of gain that contribute to the new economy. In the second chapter of this volume, Alfred C. Aman, Jr. examines whether globalization dictates new approaches to governance. The process by which public policy in England has incorporated regional government is the focus of Kenneth Spencer in Chapter 3. In the fourth chapter Lawrence S. Davidson provides an analysis of the impact of globalization on manufacturing in the US Midwest. In Chapter 5, John W. Ryan shows how there is a dual role of universities in the global economy.
