Portanto, o autor buscou entender como o primeiro plano diretor de Fortaleza, após a entrada em vigor do Estatuto da Cidade, contribuiu ou não para a concretização no município das promessas presentes na Constituição Federal de 1988 para o direito fundamental à moradia, não apenas por meio do estudo e da análise do ordenamento jurídico, mas também a partir da avaliação da implementação de fato dos instrumentos previstos na legislação urbanística, que têm como objetivo materializar o direito em questão.
