The objective of this guidance on fulfilling the reporting requirements of Article 12 of the Code of Conduct is to obtain a regular flow of information on its observance to strengthen implementation of the Code, to provide data for its future revisions and improvement, and, most importantly, to improve the protection of human health and the environment related to pesticide use and management in agriculture and public health. The guidance was prepared in compliance with the FAO/WHO International Code of Conduct on Pesticide Management, which sets out a framework and voluntary standards of conduct for stakeholders in pesticide management, in particular governments and the pesticide industry. Endorsed by FAO, WHO, governments, pesticide producers, non-governmental organizations and other stakeholders, the Code outlines their shared responsibility to promote best practice and risk reduction throughout the pesticide life cycle. The Code of Conduct thereby establishes the commitment and moral obligation of stakeholders to comply with the agreed standards of conduct and to assume their respective responsibilities. These include governments’ responsibility to promote pesticide risk reduction and the industry’s responsibility to produce products that are adapted to the context of their use and to provide stewardship of those products throughout their life cycle. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management (JMPM) to provide further guidance on the provisions of the Code of Conduct related to its observance and implementation. It reflects the joint FAO/WHO approach to pesticide management, thus addressing the topic in both agricultural and public health settings.

In this case study of a recent peasant uprising in an ethnically diverse region of Mexico, Frans Schryer addresses an important issue in the cultural history of Latin America: what is the relationship of class to ethnicity, and how do these two elements of cultural perception and social hierarchy reinforce or contradict each other? Examining the interaction between commercial cattle raisers and subsistence agricultural workers in both Nahua and Mestizo villages, Schryer focuses on how ethnic identities and administrative structures affect the form and outcome of agrarian struggles. He shows that class, culture, and social organization are interconnected but vary independently and demonstrates that communal land tenure and corporate structures are compatible with class differentiation and even overt class conflict within peasant communities. Schryer's data is based on archival research, direct observation, and extensive interviews with key actors involved in the conflict. His book traces the origins of local variations in legal status and ethnic relations back to the development of Indian republics, haciendas, and ranchos. By considering competing interpretations of more recent history, especially the CNBrdenas era, the author also provides insights into the mentality of protagonists involved in both ideological confrontations and armed encounters. The Indian question has come to the forefront of political agendas in contemporary Latin America. In the process, indigenous movements have emerged as important social actors, raising a variety of demands on behalf of native peoples. Regardless of the situation of Indian groups as small minorities or significant sectors, many Latin American states have been forced to consider whether they should have the same status as all citizens or whether they should be granted special citizenship rights as Indians. This book examines the struggle for indigenous rights in eight Latin American countries. Initial studies of indigenous movements celebrated the return of the Indians as relevant political actors, often approaching their struggles as expressions of a common, generic agenda. This collection moves the debate forward by acknowledging the extraordinary diversity among the movements composition, goals, and strategies. By focusing on the factors that shape this diversity, the authors offer a basis for understanding the specificities of converging and diverging patterns across different countries. The case studies examine the ways in which the Indian question arises in each country, with reference to the protagonism of indigenous movements in the context of the threats and opportunities posed by neoliberal policies. The complexities posed by the varying demographic weight of indigenous populations, the interrelation of class and ethnicity, and the interplay between indigenous and popular struggles are discussed.
