There are nearly 900 sites inscribed on the United Nations Education Scientific and Cultural Council (UNESCO) World Heritage List (WHL). These heritages (defined in this book as forms and sources of knowledge) are significant as sites for tourism and nation building. However, inscription on the WHL can also have negative consequences, by encouraging the reification of culture as well as the dis-embedding of practices and sites from their substantive and dynamic contexts. UNESCO's inscription and preservation of heritage includes the qualitative valuation of one's heritage for the maintenance of cultural diversity and as a symbol of humankind's creativity. Using anthropological research methods and perspectives this study asks how does one explain the continuation of heritage management in the southwest IOR in the absence of cohesive heritage management institutions? And what role do women play in heritage management? In the study heritage is treated as a source and form of knowledge. Thus these two key questions are followed by deeper questions about: who controls knowledge in Zanzibar and Madagascar? What can be considered as acceptable or unacceptable heritage and what can we learn from heritage that is left behind? As the study aims to show, in the largely patriarchal southwest Indian Ocean islands of Madagascar and Zanzibar, women contribute enormously to the social, economic and political functioning of the society. However, they are rarely involved in institutional efforts to manage heritage. Instead they are often marginalised and stereotyped as passive beings ready to be 'consumed' via international tourism or to be 'used' in the maintenance of patriarchal regimes. The book argues that women in Zanzibar and Madagascar are active participants in their social worlds and have much to contribute to knowledge making in these societies.

Currently, Tourism and Trade are the leading sectors contributing towards the implementation of the Zanzibar Strategy for Growth and Reduction of Poverty (MKUZA).While investors and local governments are eager to expand tourism on Zanzibar, and as resorts continue to pop up in rural villages all over the Island, the rights and lives of village residents are often disregarded and overwhelmingly there is no benefit to the village itself. In 2007 the Association for Rural Cooperation in Africa and Latin America (ACRA) began a two-year-long Pro-Poor Tourism (PPT) project in two rural poor regions on the East coast of Zanzibar. The goal of PPT is to bring a poverty perspective to tourism development and to unlock opportunities for economic gain, livelihood benefits, and/or engagement in decision making 0́3 for the poor within tourism development. This qualitative inquiry uses participatory action research methods to perform a program evaluation of ACRA0́9s PPT project that assesses the strengths and weaknesses, opportunities and threats of the program as designed and implemented. This evaluation is carried out via SWOT analysis that takes into account relevant, current research topics in tourism, PPT0́9s established strategy areas, ACRA0́9s organizational progress reports, and beneficiary feedback. Ultimately this evaluation shows that, there were a number of ambitious and successful initiatives and some missed opportunities; there was tremendous community interest and involvement, encouraging Ministry involvement, and non-existent industry involvement; and overall ACRA laid a firm foundation for future efforts. Practically, this evaluation and its subsequent recommendations can be used as guide from which similar initiatives can build.

Notions of ustaarabu, a word expressing “civilization,” and questions of identities in Zanzibar have historically been shaped by the development of Islam and association with littoral societies around the Indian Ocean. The 1964 Revolution marked a break in that history and imposed new notions of African civilization and belonging in Zanzibar. The revolutionary state subsequently introduced tourism and the market economy to maintain its hegemony over Zanzibar. In light of these developments, and with locals facing growing socio-economic marginalization and political uncertainty, Tourism and Social Change in Post-Socialist Zanzibar: Struggles for Identity, Movement, and Civilization examines how Zanzibaris are struggling to move through the local landscape in the post-socialist era and articulate their ideas of belonging in Zanzibar. This book further investigates how movements of Zanzibaris within the emerging and contending social discourses are reconstituting meanings for conceptualizing ustaarabu to define their roots in Zanzibar.

This thesis explores processes of relationship formation between entrepreneurs of the informal street economy. The research presents an ethnographic account of the daily routines, spatial practices, and interactions of Zanzibar's street entrepreneurs to determine whether participation in the street economy can facilitate cooperative social relations between them instead of antagonistic ones. As Zanzibar has long been the site of intense identity politics - where political and cultural views divide islanders and Tanzanian mainlanders - the fact that multiple identities operate in the street economy presents an intriguing puzzle as to what sort of social networks exist amongst them. Evidence is taken from interviews, a questionnaire, and participatory observation with tour guides (official and unofficial), vendors, and fishermen who work on the streets of Stone Town, predominantly in informal tourism sector activities. Along with the sharing of space, positive connections were also formed along the lines of mobility, shared understandings of struggle and the necessity of interdependence in their work.

The National Land Use Plan (NLUP) sets out the physical planning framework with a perspective to the year 2015. The NLUP also provides a spatial framework for public as well as private sector investment programmes and serves as a basis for environmental protection. The Zanzibar Vision 2020 on the other hand aims to achieve sustainable economic growth averaging 9-10% by the year 2020 by diversifying the economy with the tourism industry which will provide employment opportunities of around 50% compared to 20% in agriculture.Starting from planning permission and ending with enforcement powers, the land planning authorities can therefore, as per the NLUP and Vision 2020, play a significant role in the implementation of sustainable tourism development such as in setting the land use framework in a way that fits the tourism industry. Nevertheless, confrontation between the authorities as well as economic, political and social interference has never escaped the planning system. The same applies between public interest against public participation. In terms of economic growth, sustainable tourism industry has a direct role in revenue and employment. Yet, the tourism industry has faced criticism on environmental damage which is a move away from sustainable tourism industry. In analyzing the Zanzibar"s practicalities revealing successes and failures of the land planning authorities in the implementation of sustainable tourism development, this study concludes that Zanzibar favors economic sustainability in comparison to ecological sustainability. Hence Zanzibar is recommended to recognize the importance of not only rationalizing the use to which land is put in sustainable tourism development, but even more importantly ensuring that land and resources are stewarded ecologically for present and future generations.

Tourism is perceived as one of the world's fastest growing service sectors and a major source of economic development and environmental and cultural conservation for many, if not all, developing countries. Within the context of sustainable development, community tourism is increasingly seen as an effective tool for engaging destination communities in the tourism development in the advanced countries, but it has failed to deliver in many Least Developed Countries (LDCs), such as Zanzibar. The concept has been developed and refined in the search for sustainable approaches to tourism development. However, its applicability to Zanzibar in particular seems not to have been considered in detail; the issue of whether community tourism can be effectively applied in Zanzibar remains uncertain. Consequently, there is a call for more research to determine the capitals that destination communities should acquire to implement community tourism. Hence, the objectives of this thesis are: (1) to conceptualize the theory of capitals as related to community tourism; (ii) to develop a conceptual capital assets model for community tourism; and (iii) to examine the general views of local communities toward the [proposed] capital asset model and to found out the appropriateness of the model for actualizing community tourism in Zanzibar. Methods used for data collection of this research were document study, focus groups, interviews, participant observation and household survey (triangulation approach). While the first three methods (qualitative methods) were used for construction of the model, the household survey technique (quantitative method) was used to explore the appropriateness of a model in the context of Zanzibar. The research population includes government officials, private tourism organisations and local people who were involved in the research in different settings. The critical destination capitals according to the findings are informal social networks (informal social capital), political capital and human capital; the three destination capitals lead to the generation of innovation capital which serves as the lifeblood for sustainable community tourism development. Moreover, limited access to physical, financial, and human capital are key concerns that need to be addressed, especially in rural areas of Zanzibar, as this was found to be a significant constraint to the implementation of community tourism. The research findings directly contest the extant body of literature reviewed in this thesis and have major implications for tourism development policies, signalling the need for adjustments at social, political and institutional levels. Following the household survey analysis, the central conclusion is that the developed conceptual model is a useful blueprint for sustainable community tourism development in Zanzibar; though further research opportunities are identified, especially is relation to the generalization of the conceptual model. The contribution of this research is to knowledge about the crucial destination community's capital assets and their significance to community tourism development in Zanzibar. This understanding may bridge the gap between theories of community tourism and practice and may be adapted and applied in many developing countries, including broader perspectives of encouraging destination communities to take an active role in the tourism industry as developers rather than as wage earners.
