The issue of capital city relocation is a topic of debate for more than forty countries across the world. In this first book to discuss the issue, Vadim Rossman offers an in-depth analysis of the subject, highlighting the global trends and the key factors that motivate different countries to consider such projects, analyzing the outcomes and drawing lessons from recent capital city transfers worldwide for governments and policy-makers. Capital Cities studies the approaches and the methodologies that inform such decisions and debates. Special attention is given to the study of the universal patterns of relocation and patterns specific to particular continents and mega-regions and particular political regimes. The study emphasizes the role of capital city transfers in the context of nation- and state-building and offers a new framework for thinking about capital cities, identifying six strategies that drive these decisions, representing the economic, political, geographic, cultural and security considerations. Confronting the popular hyper-critical attitudes towards new designed capital cities, Vadim Rossman shows the complex motives that underlie the proposals and the important role that new capitals might play in conflict resolution in the context of ethnic, religious and regional rivalries and federalist transformations of the state, and is seeking to identify the success and failure factors and more efficient implementation strategies. Among the societies that experienced a political transition away from authoritarianism in the 1980s, South Korea is known as a paragon of 'successful democratization.' This achievement is considered to be intimately tied to a new institution introduced with the 1987 change of regime, intended to safeguard fundamental norms and rights: the Constitutional Court of Korea. While constitutional justice is largely celebrated for having achieved both purposes, this book proposes an innovative and critical account of the court's role. Relying on an interpretive analysis of jurisprudence, it uncovers the ambivalence with which the court has intervened in the major dispute opposing the state and parts of civil society after the transition: (re)defining enmity. In response to this challenge, constitutional justice has produced both liberal and illiberal outcomes, promoting the rule of law and basic rights while reinforcing the mechanisms of exclusion bounding South Korean democracy in the name of national security.

Today, the new Indonesian capital city, Nusantara, planning is being anticipated as “representing national identity,” “a model city,” or “a gift to the world,” and many other extraordinary labels. This book examines the reality of an ongoing developmental transformation of the Nusantara beyond those labels. It approaches its assemblage of humans, their works (plans, documents, policies, and others), non-human objects (biodiversity, landscape, geography, physical infrastructure, buildings, and public spaces), processes, social relationships, social infrastructures, and others. It is organized into three themes—mimicry, friction, and resonance. The mimicry illustrates the similarities (and differences) between Nusantara and other capital cities in urban narratives, imageries, and forms. The friction studies how Nusantara moves actors who do not always agree, processes that do not always align or collaboration between diverse contradicting groups that intersect. The resonance observes how Nusantara resonates with, yet communicates its voice toward, the world. The three concepts (originated from geography, anthropology, and sociology) frame the analytics of the various contributions of local and foreign scientists from multiple disciplines. Overall, the book recommends “Otorita Ibu Kota Nusantara” (Nusantara capital city authority) on the current experimentation and implementation of the urban vision and provides a reference for social scientists to study Nusantara. And more broadly, the book offers the current socio-spatial practices of capital city-making in Asia that are valuable for the region.
