This was the fourth postgraduate summer school on remote sensing to be held in Dundee. These summer schools were originated by, and continue to remain in, the programme of EARSel (European Association of Remote Sensing Laboratories) Working Group 3 on Education and Training in Remote Sensing. The first of these summer schools was held in 1980 on "Remote Sensing in Meteorology, Oceanography and Hydrology". This was followed in 1982 by a more specialised summer school on "Remote Sensing Applications in Marine Science and Technology" which built on the foundation laid in 1980 and then concentrated on the marine applications of remote sensing techniques. The present summer school was another follow-up of the original 1980 summer school but this time concentrating on the atmospheric rather than the marine applications of remote sensing techniques. The 1984 summer school had not specifically involved atmospheric and marine applications but had been involved with the use of remote sensing in the field of civil engineering. This year's summer school was extremely successful. First of all, this was due to our sponsors, for without their very significant material contributions there would have been no summer school. These sponsors included the Scientific Affairs Division of NATO, together with the European Association of Remote Sensing Laboratories, the Council of Europe, the European Space Agency, the German Aerospace Establishment (DFVLR) and the Natural Environment Research Council.

Change detection using remotely sensed images has many applications, such as urban monitoring, land-cover change analysis, and disaster management. This work investigates two-dimensional change detection methods. The existing methods in the literature are grouped into four categories: pixel-based, transformation-based, texture analysis-based, and structure-based. In addition to testing existing methods, four new change detection methods are introduced: fuzzy logic-based, shadow detection-based, local feature-based, and bipartite graph matching-based. The latter two methods form the basis for a structural analysis of change detection. Three thresholding algorithms are compared, and their effects on the performance of change detection methods are measured. These tests on existing and novel change detection methods make use of a total of 35 panchromatic and multi-spectral Ikonos image sets. Quantitative test results and their interpretations are provided.

This summer school was a sequel to the summer school on Remote Sensing in Meteorology, Oceanography and Hydrology which was held in Dundee in 1980 and the proceedings of which were published by Ellis Horwood Ltd., Chichester, England. At the present summer scnool we concentrated on only part of the subject area that was covered in 1980. Although there was some repetit ion of material that was presented in 1980, because by and large we had a new set of participants, most subjects were treated in considerably greater detail than had been possible previously. The major topics covered in the present summer school were (i) the general principles of remote sensing with particular reference to marine applications, (ii) applications to physical oceanography, (iii) marine resources applications and (iv) coastal monitoring and protection. The material contained in this volume represents the written texts of most of the lectures presented at the summer school. One important set of lecture notes was not available; this was for the lectures on active microwave techniques, principally synthetic aperture radar, by W. Alpers from Hamburg. For this material we would refer the reader to "Imaging Ocean Surface Waves by Synthetic Aperture Radar - A Review" by W. Alpers,which is to appear as chapter 6 in "Satellite Microwave Remote Sensing" edited by T.D. Allan (Ellis Horwood, Chichester) which is to be published in 1983.

Remote sensing has been successfully applied in monitoring of protected areas around the world. With intensified impacts of climate and environmental change, protected areas become increasingly important to serve as indicators of and buffers against the impacts of the disturbances. Remote sensing plays an irreplaceable role in this frontline of challenges. The subjects and contents of the articles collected in this book reflect the state-of-the-art applications of remote sensing for capturing dynamics of environmental and ecological variations of the protected areas. Over the past decade renewed interest in practical applications of Earth observations from space has coincided with and been fueled by significant improvements in the availability of remote sensing data and in their spectral and spatial resolution. In addition, advances in complementary spatial data technologies such as geographic information systems and the Global Positioning System have permitted more varied uses of the data. During the same period, the institutions that produce remote sensing data have also become more diversified. In the United States, satellite remote sensing was until recently dominated largely by federal agencies and their private sector contractors. However, private firms are increasingly playing a more prominent role, even a leadership role, in providing satellite remote sensing data, through either public-private partnerships or the establishment of commercial entities that serve both government and private sector Earth observation needs. In addition, a large number of private sector value-adding firms have been established to work with end users of the data. These changes, some technological, some institutional, and some financial, have implications for new and continuing uses of remote sensing data. To gather data for exploring the importance of these changes and their significance for a variety of issues related to the use of remote sensing data, the Space Studies Board initiated a series of three workshops. The first, "Moving Remote Sensing from Research to Applications: Case Studies of the Knowledge Transfer Process," was held in May 2000. This report draws on data and information obtained in the workshop planning meeting with agency sponsors, information presented by workshop speakers and in splinter group discussions, and the expertise and viewpoints of the authoring Steering Committee on Space Applications and Commercialization. The recommendations are the consensus of the steering committee and not necessarily of the workshop participants.
