Over the past decade renewed interest in practical applications of Earth observations from space has coincided with and been fueled by significant improvements in the availability of remote sensing data and in their spectral and spatial resolution. In addition, advances in complementary spatial data technologies such as geographic information systems and the Global Positioning System have permitted more varied uses of the data. During the same period, the institutions that produce remote sensing data have also become more diversified. In the United States, satellite remote sensing was until recently dominated largely by federal agencies and their private sector contractors. However, private firms are increasingly playing a more prominent role, even a leadership role, in providing satellite remote sensing data, through either public-private partnerships or the establishment of commercial entities that serve both government and private sector Earth observation needs. In addition, a large number of private sector value-adding firms have been established to work with end users of the data. These changes, some technological, some institutional, and some financial, have implications for new and continuing uses of remote sensing data. To gather data for exploring the importance of these changes and their significance for a variety of issues related to the use of remote sensing data, the Space Studies Board initiated a series of three workshops. The first, "Moving Remote Sensing from Research to Applications: Case Studies of the Knowledge Transfer Process," was held in May 2000. This report draws on data and information obtained in the workshop planning meeting with agency sponsors, information presented by workshop speakers and in splinter group discussions, and the expertise and viewpoints of the authoring Steering Committee on Space Applications and Commercialization. The recommendations are the consensus of the steering committee and not necessarily of the workshop participants.

Advances in spatial, spectral, and temporal resolution over the past several years have greatly expanded opportunities for practical applications of remote sensing data. To explore the implications of these possibilities, the NRC held a series of three workshops on different facets of remote sensing applications. This report is on the third of those workshops: the development and use of remote sensing data and information by state, local, and regional governments. The steering committee was asked to examine the opportunities, potential challenges, and policy issues associated with the application of remote sensing data in the public sector including approaches and procedures for government agencies to use such data and barriers to development and use of the applications. The resulting report is addressed primarily to non-technical managers and decisions makers at all levels of government below the federal level.

The technical, scientific, policy, and institutional environment for conducting Earth science research has been changing rapidly over the past few decades. Changes in the technical environment are due both to the advent of new types and sources of remote sensing data, which have higher spatial and spectral resolution, and to the development of vastly expanded capabilities in data access, visualization, spatial data integration, and data management. The scientific environment is changing because of the strong emphasis on global change research, both nationally and internationally, and the evolving data requirements for that research. And the policy and institutional environment for the production of Earth observation data is changing with the diversification of both remote sensing data and the institutions that produce the data. In this report, the Space Studies Board's Steering Committee on Space Applications and Commercialization explores the implications of this changing environment, examining the opportunities and challenges it presents.

Ever since the completion of the Apollo program, there has been a lack of consensus about the future of human spaceflight. The Columbia tragedy in February 2003 rekindled public debate about this question. In November 2003, the Space Studies Board and the Aeronautics and Space Engineering Board organized a workshop to explore aspects of the question, what should be the principal purpose, goals, and priorities of the U.S. civil space program? This report presents a factual summary of that workshop, which identified past lessons learned and guiding principles for the future of the civil space program. Seven broad themes emerged from the workshop, and these themes are highlighted in the report. The report also presents discussions of strategies for the human spaceflight program and guiding principles of and boundary conditions for a 21st century space policy.

Solar and space physics is the study of solar system phenomena that occur in the plasma state. Examples include sunspots, the solar wind, planetary magnetospheres, radiation belts, and the aurora. While each is a distinct phenomenon, there are commonalities among them. To help define and systematize these universal aspects of the field of space physics, the National Research Council was asked by NASA's Office of Space Science to provide a scientific assessment and strategy for the study of magnetized plasmas in the solar system. This report presents that assessment. It covers a number of important research goals for solar and space physics. The report is complementary to the NRC report, The Sun to the Earthâ€"and Beyond: A Decadal Research Strategy for Solar and Space Physics, which presents priorities and strategies for future program activities.

Principal-investigator (PI) Earth science missions are small, focused science projects involving relatively small spacecraft. The selected PI is responsible for the scientific and programmatic success of the entire project. A particular objective of PI-led missions has been to help develop university-based research capacity. Such missions, however, pose significant challenges that are beyond the capabilities of most universities to manage. To help NASA's Office of Earth Science determine how best to address these, the NRC carried out an assessment of key issues relevant to the success of university-based PI-led Earth observation missions. This report presents the result of that study. In particular, the report provides an analysis of opportunities to enhance such missions and recommendations about whether and, if so, how they should be used to build university-based research capabilities.

This volume, The Sun to the Earth-and Beyond: Panel Reports, is a compilation of the reports from five National Research Council (NRC) panels convened as part of a survey in solar and space physics for the period 2003-2013. The NRC's Space Studies Board and its Committee on Solar and Space Physics organized the study. Overall direction for the survey was provided by the Solar and Space Physics Survey Committee, whose report, The Sun to the Earth-and Beyond: A Decadal Research Strategy in Solar and Space Physics, was delivered to the study sponsors in prepublication format in August 2002. The final version of that report was published in June 2003. The panel reports provide both a detailed rationale for the survey committee's recommendations and an expansive view of the numerous opportunities that exist for a robust program of exploration in solar and space physics.

The system of satellites in place to provide environmental data-data to monitor events such as forest fires and floods; to make weather predictions; and to assess crops, transportation impacts, fisheries, land-use patterns, sea temperature, and soil moisture, among other things- serves a wide and growing array of users. In the coming years as the next generation of operational environmental satellites in put in orbit, the will be a large expansion in data availability. To ensure that these data serve effectively this broad user community, a new vision for the future of operational environmental satellite data utilization is needed. To help develop approaches for handling this potential data overload, NASA, with technical support from NOAA, asked the NRC to conduct an end-to-end review of issues about the utilization of operational environmental satellite data for 2010 and beyond. This report presents the result of that review. It focuses on ensuring the value of environmental satellite data for addressing specific user needs, distribution of such data, and data access and utilization.
