This article examines how the British public perceived UK Prime Minister David Cameron's plan to renegotiate his country's relationship with the EU. It asks whether attitudes towards renegotiation followed a similar pattern to attitudes towards Brexit. It asks: are preferences towards renegotiation and Brexit related, and did British citizens perceive them as conflicting or complementary? We modelled the similarities and differences between these two types of preferences, which allowed us to classify the attitudes into four patterns: unconditional europhiles, rejectionist eurosceptics, risk-averse eurosceptics and power-seeking eurosceptics. Using a large-N cross-sectional survey conducted in the UK in April 2015 (n)=)3000), our findings suggest that similar utilitarian concerns underpinned both types of preferences; but education and partisan cues differentiated them. Our findings have implications for understanding the result of the UK referendum. They also highlight the complex considerations that drive citizens' attitudes towards the EU and help us predict the scope of public acceptance of EU reform initiatives by other governments.

The renegotiation of a trade agreement introduces uncertainty into the economic environment. In June 2016 the British electorate unexpectedly voted to leave the European Union, introducing a new era in which the UK and EU began to renegotiate the terms of the UK-EU trading relationship. We exploit this natural experiment to estimate the impact of uncertainty associated with trade agreement renegotiation on the export participation decision of firms in the UK. Starting from the Handley and Limao (2017) model of exporting under trade policy uncertainty, we derive testable predictions of firm entry into (exit from) a foreign market under an uncertain `renegotiation regime'. Empirically, we develop measures of the trade policy uncertainty facing firms exporting from the UK to the EU after June 2016. Using the universe of UK export transactions at the firm and product level, and cross-sectional variation in `threat point' tariffs, we estimate that in 2016 over 5300 exporters did not enter into exporting new products to the EU, whilst over 5400 exporters exited from exporting products to the EU. Entry (exit) in 2016 would have been 5.0% higher (6.1% lower) if firms exporting from the UK to the EU had not faced increased trade policy uncertainty after June 2016.

Some pro-Brexit MPs will not vote for the government's proposed Withdrawal Agreement because of its fine print: they think it will be written in indelible tablets of law that we can never change. But they forget that sovereign states will not indefinitely stay in treaties that do not suit them, if no one can force them to, as in general no one can, unlike in national law where the state can force us. That is just the plain economics of national self-interest, as deployed in game theory studies of international treaties. Our Agreement with the EU if we sign it will not last for long if it stops us from pursuing our interests in trade and regulation: no one, certainly not the EU, can force us to stay with it. It has been negotiated like a hostile divorce because the EU wanted to prove it does not pay to leave. But once the divorce has happened, it will be a new situation where, as with ex-partners in a divorce, they will want to live harmoniously with us in the long term. There will be sensible diplomacy so that we can accommodate each other's interests, in a process of adaptation. After leaving, we can push ahead with good policies on trade, regulation and migration that the government we vote for will pursue; the EU will cooperate as it will not wish us to move to default WTO rules.
