Excerpt from Report of Engineer Board to Citizens' Committee: On Lowering Tracks of Missouri Pacific Railroad, and Connecting All Commercial Outlets of St. Louis, June 1, 1874 Gentlemen - In considering the duty with which we were charged by you, we found upon a general survey of the whole field, the following state Of things A great and rapidly growing city, with a natural railroad channel running through its very heart, but this natural entrance used by only one road, and the grade of that road so badly arranged that the city is virtually cut in two, and a large area of property in Mill 'creek valley is without definite value or use, because of this faulty adjustment of the railroad to the requirements of the city. Next. A grand bridge with tunnels therefrom leading into this Mill Creek valley, but no preparation whatever to receive the throngs Of passengers and countless tons of freight which should be poured into this avenue when the work is completed. Next. Two other railroads, one the outlet to the south and west, the other to the north and west, each engaged in prose outing its Own plans for its own local ends, and with no thought of combination or unity of purpose toward the car tying out of some one settled plan for the mutual benefit of all.
